JOB DESCRIPTION

Under general supervision and with broad latitude for independent initiative and judgment, this position plays a vital role in supporting the Authority’s financial operations and compliance reporting. The incumbent will leverage strong financial, analytical, and communication skills to assist in the preparation, monitoring, and analysis of financial reporting, particularly as it relates to HUD requirements including the Section 8 Voucher Management System (VMS) and Financial Data Schedules (FDS).
This role contributes to internal and external financial reporting. The position also incorporates advanced technology and automation, including the use of machine learning to enhance and streamline accounting processes.
Key Responsibilities include, but are not limited to:
1. Prepare and submit the VMS Data Collection Report for the HUD Voucher Management System; develop and refine mechanisms to meet evolving cash management reporting requirements.
2. Compile and prepare financial data necessary for VMS reporting related to the conversion of public housing units to Section 8 under the RAD/PACT program.
3. Prepare monthly financial statements, quarterly reports for LLCs, and ensure timely and accurate submission of Financial Data Schedules (FDS).
4. Develop and maintain Excel-based templates; automate repetitive tasks to streamline the preparation and coding of data for FDS reporting.
5. Serve as a subject matter expert in the Section 8 Housing Choice Voucher Program; provide training and technical guidance to finance staff and the Leased Housing department.
6. Respond to internal and external requests for financial variance analyses, special reports, and documentation for the Single Audit.
7. Design, build, and train machine learning models to automate or optimize accounting processes, such as journal entry classification, fraud detection, and accounts reconciliation.

MINIMUM QUALIFICATIONS

  1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
  2. A valid New York State Certified Public Accountant license.
    To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

PREFERRED SKILLS

  • Solid understanding of accounting principles, financial reporting and analysis, and internal control procedures, with the ability to apply them effectively in real-world financial environments. - Familiarity with HUD regulations, particularly those related to Public Housing and the Section 8 Housing Choice Voucher Program, is highly desirable. - Advanced skills in Microsoft Excel and Word, including experience developing automation routines and financial models. Proficiency in using and navigating the Oracle General Ledger financial system is a strong asset. - Demonstrated ability to analyze complex financial data, think creatively, and exercise sound judgment. Strong organizational skills and the ability to work independently while contributing to team goals. - Excellent interpersonal and communication skills, both verbal and written, with the ability to work effectively with diverse teams and stakeholders. - A minimum of three years of full-time professional experience in accounting, financial auditing, or a related field.
