Description:

PROGRAM OVERVIEW:

The Department of the Air Force (DAF) is executing on a mission to transition from Base-centric IT services to an Enterprise IT as a Service (EITaaS) model. This evolution will be executed in “waves” with the first wave focused on end-user services (Wave 1) and future waves which will focus on security operations, connect solutions, protect solutions, and compute and store solutions. The DAF has issued an initial blanket purchase agreement (BPA) for Wave 1 – End User Services, which is expected to be awarded in late August to mid-September 2022.
The DAF has determined that the initial wave of services that need to be delivered, in order to build a solid foundation for continued growth and transformation, are a robust Enterprise IT Service Management (EITSM) platform, modernized End User Devices, Device Software, Device Management, and responsive and efficient Enterprise and Local Help Desk Services.
Wave 1 will deliver an enterprise IT Service Management system and processes for the entire DAF to utilize, as well as set the foundation for future Waves and IT services. This will include a comprehensive IT storefront where all DAF employees will order IT services. Wave 1 will serve as the Enterprise Service Desk for all 800,000-plus users, supporting hundreds of different IT configurations, across 180+ locations across the world, making it one of the largest and most complex Service Desks in existence. Wave 1 will transform End User Device services to enable the Airmen and Guardians to focus on global warfighting efforts.
This Job Requisition is in support of the Wave 1 BPA and is contingent upon an award of the Wave 1 BPA to Peraton.
Program Specific Job Responsibilities - AF EITaaS Subcontract Coordinator:
In collaboration and alignment with Peraton corporate Subcontracts Administration team, performs AF EITaaS program-specific development, execution, and maintenance of subcontracting assignments to more than 25 Peraton teaming partners (subcontractors). Responsible for the drafting of subcontract agreements, funding documents, and ongoing review of subcontractor performance in their execution of program responsibilities. Responsible for preparing information related to overall subcontract and small business allocations for submission to Peraton corporate Subcontract Administration team. Final approvals and execution of all subcontracting matters is executed only by Peraton corporate Subcontract Administration team - this role performs the program-specific oversight for subcontracting and is not authorized to enter into formal agreements, which is the responsibility of the corporate team.
While the administration of subcontracting agreements is the responsibility of the corporate team, candidates should have relevant experience in the following:
Plans, directs, or coordinates the activities of buyers, purchasing officers, and related workers involved in purchasing materials, products, and services. Includes merchandising managers and procurement managers. Interacts with government counterparts regarding selection and administration of terms and conditions, negotiation, preparation of contract modifications, evaluation of performance, contract termination, and contract closeout.
Peraton Standard Job Responsibilities - Subcontracts Administrator IV:
While the administration of subcontracting agreements is the responsibility of the corporate team, candidates should have relevant experience in the following:
Develops, negotiates and administers subcontracts and other agreements of high dollar value, risk, and complexity, consistent with client requirements and procurement policies/procedures. Creates solicitations, supports proposals, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract or other agreement provisions. Performs analysis of supplier proposals with respect to T’s & C’s, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical response as it relates to the specifications/statement of work. Working with other program staff, plays a significant role in ensuring compliance with required performance. Participates on multi-functional teams to obtain business solutions on complex, nonstandard subcontract agreements. Regularly interacts with other procurement organization staff, functional peer groups, suppliers and internal customers. Represents Procurement in interactions with program management personnel on a variety of subcontracting matters. Regularly provides advice and counsel to business counterparts, specifically as it relates to risk identification and risk mitigation.

EDUCATION AND EXPERIENCE REQUIREMENTS:

BA with 5 years of relevant experience, or MS with 3 years of relevant experience

Colorado Salary Maximum: $160,700
