Description:

The Centralized Accounting and Payroll/Personnel System (CAPPS) Financials Technical Analyst (Systems Analyst V) position is within the Health and Human Services Commission (HHSC) Administrative Applications division. The position reports to the CAPPS Financials Manager. This position supports cross-agency business processes within the HHSC agencies and performs analysis and development of complex business needs through proven system solutions.
The position provides advanced technical analysis and support for the daily operation of CAPPS Financials 9.2 (PeopleSoft), including system development, maintenance, and enhancements. Work involves overseeing the upkeep, configuration, and reliable operation of the HHSC CAPPS Financials system, Quest Stat, and Tivoli Job Scheduler.
Additional responsibilities include: programming and coding systems solutions for simple
and complex functionality, providing guidance to the CAPPS Financials Functional Support team with traces, SQL update review, ad-hoc batch jobs, training, etc. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The candidate is on-call 24 hours a day on weekly rotation between team members to respond to emergency situations.

KNOWLEDGE SKILLS ABILITIES:

Knowledge of systems administration, computer hardware and software configuration and troubleshooting.
Knowledge of operating systems and applications.
Knowledge of computer programming and architecture of scripting languages, and of internet security administration.
Knowledge of PeopleTools version 8.48 or higher.
Knowledge of process or systems analysis and design work on an Enterprise Resource Planning (ERP) system.
Skill in project management.
Skill in verbal, written, and presentation communication.
Skill in strong analytical, problem-solving, logic, and reasoning.
Skill with software lifecycle development: scheduling, testing, installing, and implementing system software.
Skill in troubleshooting computer systems.
Ability to develop in Application Engine, PeopleCode, SQR, and COBOL.
Ability to recognize, analyze, and resolve complex technical issues.
Ability to use network management, administration, and other system administration tools.
Ability to analyze systems and procedures.
Ability to write and revise standards and procedures.
Ability to handle multiple projects.
