Description:

Under the general direction of the Accountant Technician, this position is responsible for various tasks regarding the Land Operating Reserve such as preparing Statements of Adjustment for land transactions, providing account information to various contacts as well as processing all tax sale properties. The position also entails the processing of purchase orders and invoices and coordinating information on contract renewals and standing orders. The position involves the administration of the Department’s purchasing system and maintenance of commercial and residential lease data

As the Land Accountant Clerk, you will:

  • Prepare Statements of Adjustment relating to any sales, acquisitions, and/or exchanges of City-owned property, including performing related accounting functions.
  • Process payment of invoices on sales, tracking same to ensure payment once transaction has been finalized.
  • Prepare refund of deposit, calculate interest payable, and process any reversing journal entries in cases where transaction has been abandoned.
  • Record transactions relating to the Land Operating Reserve (LOR) and assist in reconciling all LOR accounts.
  • Process invoices for payment and perform necessary accounting functions to ensure payments are accurately recorded.
  • Provide account numbers, when requested, to various Departmental and City staff and perform related accounting functions to ensure costs charged to the LOR are valid, accurate, and complete.
  • Maintain receivables and prepare journal entries and/or adjustments for funds relating to the LOR.
  • Process current years pending tax sales, including creating account numbers for each pending tax sale account for current year.
  • Assist in the maintenance of the property management financial system (YARDI) and various tasks such as preparing rental invoices, setting up receivables and preparing reports for the Property Management Officers.
  • Process signing applications for purchasing authorities, record purchasing information, maintain files, and perform reconciliations.
  • Process, approve and amend Purchase Orders in the PeopleSoft Financial Module.
  • Process invoices for Current and Capital Accounts.
  • Reconcile various general ledger accounts.
  • Assist in the preparation of the Department’s budget.
  • Perform other duties as required.

YOUR EDUCATION AND QUALIFICATIONS INCLUDE:

  • Completion of a Business/Accounting diploma or certificate. Combination of education, training and related experience will be considered.
  • Two (2) years of accounting experience in procedures and regulations, preferably in the City of Winnipeg or municipal environment.
  • Experience and proficiency using PeopleSoft – Finance or similar HRIS is preferred.
  • Ability to acquire, in a reasonable period of time, intermediate level of knowledge in real estate processes/transactions.
  • Ability to control and balance various accounting records and summaries.
  • Ability to manage and coordinate multiple tasks while delivering results on time.
  • Ability to work independently and in a team setting.
  • Strong problem-solving skills.
  • Strong interpersonal skills with the ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Verbal communication skills with the ability to communicate complex information to a variety of audiences.
  • Written communication skills with the ability to produce written documents clearly and concisely.
  • Demonstrated proficiency, at a basic level, in the use of Microsoft Word, Excel and Outlook.
