POSITION OVERVIEW

The Illinois Department of Public Health (IDPH) is seeking to fill Data Governance Manager position. Under the general supervision of the Informatics Section Chief, the Governance Manager is responsible for implementing and coordinating all aspects of the IDPH Data Governance program. The primary responsibility of Data Governance Manager is to ensure that the IDPH’s data assets are properly managed and secured.

MINIMUM QUALIFICATIONS

  • Requires a Bachelor’s degree in computer science, Information Management, Information Systems, Data Science, Business Administration, or Engineering.
  • Requires 5 plus years of experience in data management, data governance, data quality, or related fields.

PREFERRED QUALIFICATIONS

  • Experience in leading data governance initiatives and managing teams is highly desirable.
  • Knowledge of data governance concepts and frameworks, as well as experience working with data governance tools and technologies such as data dictionaries, metadata management tools, and data lineage tools.
  • Knowledge of regulatory requirements such as GDPR, CCPA, HIPAA, etc.
  • Certification in data governance (e.g., Certified Data Management Professional, Data Governance Certification).
  • Experience working in public health data.
  • Project management experience.
  • Familiarity with data modeling concepts and tools is also preferred.

Responsibilities:

  1. Establishing Data Governance Framework:
    a. Developing and implementing a comprehensive data governance framework tailored to the specific needs and objectives of the Illinois Department of Health Public Health (IDPH).
    b. This framework outlines policies, procedures, and standards for managing data across the department.
    c. Lead the efforts to create/establish data analytics data policy and LHD admin and technical safeguards documentations
    d. Facilitate the creation and maintenance of a data dictionary and metadata repository to ensure clear understanding and consistent use of data across the organization.
    e. Lead data governance board to address data-related issues and identify opportunities for data optimization
    f. Establish and monitor key performance indicators (KPIs) related to data governance board objectives, reporting on progress to senior management.
  2. Policy Development and Compliance:
    a. Develop and implement data security and privacy policies, data classification policies that define how data should be classified based on its sensitivity, criticality, and regulatory requirements.
    b. Ensure compliance with state and federal laws such as HIPAA (Health Insurance Portability and Accountability Act) and GDPR (General Data Protection Regulation) is paramount.
  3. Identify and mitigate data quality issues:
    a. Work with various IDPH offices and programs to identify data quality issues and develop strategies to mitigate them. This may involve implementing data validation checks, creating data cleaning processes, or establishing data stewardship roles.
    b. Manage the resolution of data quality issues, including root cause analysis, corrective action plans, and improvement initiatives.
  4. Collaboration and Communication:
    a. Collaborate with cross-functional teams, including IT, legal, compliance, and business units, to promote a culture of data governance and foster collaboration in data modernization initiative.
    b. Work with stakeholders to define and maintain data standards for the IDPH. This includes data definitions, business rules, data classification, and data lineage.
    c. Communicate data governance principles and best practices to stakeholders across the organization.
    d. Advise and recommend data governance strategies and principles to the Data Stewards and data managers.
