Job Details Job Location: Pittston - Pittston, PA Salary Range: $90000.00 - $110000.00 Description PA Inclusive, a 501c3 charitable non-profit organization, is an agency that believes people with disabilities should live where, with whom, and in what they want and that those who want to work can work in an area of their interest in a ‘typical’ job in the community. Work and living support services can and should be delivered to support them in the way they choose. PA Inclusive is a Provider Agency with the PA Office of Developmental Programs (ODP) for the Medicaid funded IDD Waiver system and a Vendor with the PA Office of Vocational Rehabilitation (OVR) for Pre-Employment Transition Services and Adult Supported Employment Services. ODP and OVR are federally funded state contract programs. In addition, PA Inclusive oversees a secondary 501c3 charitable non-profit organization named Coffee Inclusive, which provides job training to high school students with Autism and Intellectual Disabilities, and a start-up for-profit Coffee Roasting business. PA Inclusive operates in a 14-county region in Northeastern and Eastern Pennsylvania, with headquarters located in Pittston, Pennsylvania. Description The Director of Finance provides strategic and operational leadership for all financial functions of the organization, including all 3 businesses. This position is responsible for the overall financial management of the organization, including compliance with generally accepted accounting principles (GAAP), state and federal requirements, internal financial controls, annual budget, annual tax filings, annual audit, and other federal, state, and local filings. The Finance Director also oversees daily financial management and recurring processes, including payroll, accounts payable, accounts receivable, financial grant management, and procurement. The Finance Director partners with the CEO, leadership team, and Board of Directors to ensure financial sustainability and integrity, supporting the mission of the organization to provide inclusive community-based services. The President/CEO, Board of Directors, and program staff require timely and accurate financial information to support their fiduciary and strategic responsibilities. The Finance Director must possess the skills and temperament to be an effective oral and written presenter in the context of supporting multiple and diverse audiences. The Finance Director will report directly to the President/CEO in this newly created position. Job Duties Direct all financial operations, including accounting, payroll, grants management, and reporting. Manage all aspects of the accounting system, ensuring GAAP compliance, nonprofit accounting standards, and federal/state regulations, and strong internal controls. Work with the CEO to help develop fiscal policies and procedures and to monitor their effectiveness and implementation. Direct annual budget process, in close collaboration with the CEO, based on historic spending trends, current and projected revenue. Manage corresponding spend plan and track execution progress against approved annual spend plan. Serve as a strategic advisor to the CEO and Board on financial planning, growth, and sustainability. Provide monthly status reports to the CEO, board of directors, department heads, and make strategic recommendations to these parties accordingly. Develop long-term financial forecasts and models aligned with organizational goals. Identify financial risks and opportunities; recommend strategies to improve efficiency and effectiveness. Ensure compliance with all federal, state, and local reporting requirements. Coordinate the annual audit and preparation of Form 990 and ensure timely filing of Form 990 and other state and local financial documents. Meet regularly with department heads to confer on the status of program budgets, and support and advise department heads as needed. Manage general ledger, accounts payable and accounts receivable, inventory, cash management, and payroll. Work with the CEO to provide oversight of financial matters related to human resource management. Monitor the status of reserves and any future investments, work with investment bankers to raise additional capital required for expansion. Oversee vendor payments, relations, and agreements to ensure on-time processing of bills and other payments. Support in the oversight of grant budget creation, appropriate expenditures, and invoicing. Maintain compliance with funding agencies and grant requirements. Provide direct oversight of monthly reconciliation of the finance and fundraising team revenue records. Implement and monitor internal controls to safeguard assets. Ensure appropriate insurance coverage and risk mitigation strategies. Partner with development staff to support grant proposals, budgets, and reporting. Supervise and mentor finance department staff. Develop and implement professional development plans for team growth. Foster a culture of accountability, collaboration, and continuous improvement. Supervise quality control of financial management systems in support of organization’s budget controls. Studies long-range economic trends and projects their impact on future growth in sales and market share. Assist in the financial planning of new programs and companies. Cross-train in payroll and billing areas. Assist with agency fundraising events and programs and be willing and able to represent the agency and make presentation in official capacity of the agency. Perform other duties, as assigned. Minimum Qualifications: The successful candidate will be an outstanding strategic thinker with a natural ability to work independently and in collaboration with diverse internal and external partners. The organization seeks a professional who has: Bachelor’s degree in Accounting, Finance, or related field required; CPA or MBA preferred. Minimum 7–10 years of progressive financial management experience, with at least 3 years in a leadership role. Experience working in a nonprofit environment and/or familiarity with nonprofit financial rules and regulations. Strong knowledge of GAAP, nonprofit accounting, grant compliance, and audit procedures. Demonstrated experience with financial forecasting, strategic planning, and budgeting. Proficiency in QuickBooks, Microsoft Office Suite and HRIS system. Excellent leadership, communication, and interpersonal skills. Cultural competence and interpersonal skills to work collaboratively with diverse constituencies to build trust and achieve common goals, both internally and externally. Excellent organizational skills with keen attention to detail, ability to handle multiple projects simultaneously, and accomplish tasks on a deadline. Excellent interpersonal skills. Goal-oriented, outcomes tracking ability and deliverable. Proficient with Microsoft Office Suite and other computer skills. Must pass child abuse history, criminal record check, and FBI Fingerprinting clearances and must not be excluded from State of PA exclusion Qualifications Bachelor’s degree in Accounting or Finance required. Certified Public Accountant designation preferred. Three to Five years of experience in financial management required. Excellent management and supervisory skills. Excellent analytical and organizational skills. Proficient in database and accounting computer application systems (i.e. Quickbooks). Excellent written and verbal communication skills.
