Description:

Department Overview:
The Emergency Manager is responsible for developing and administering the Oregon Health & Science University Emergency Management Program. Responsible for continuing development of the pre-disaster assessment process to measure University-wide emergency response capabilities and adjust accordingly to appropriately prepare for any potential hazard.
Responsible for working with OHSU departments and business units to develop, implement, manage and continually improve department-specific and University-wide continuity of operations response plans and programs to improve the University’s ability to quickly re-establish core critical business functions and recover the campus to full operation following an adverse event. Responsible for developing a culture of preparedness to enhance and ensure OHSU’s ability to respond and recover from incidents.
Exists as a recognized leader in the community and participates in public planning and presentations that benefit the community’s safety and enhances public awareness and preparedness for any potential emergency or disaster threat. Responsible for the evolution of an implementation outline of emergency management program goals within all departments of OHSU. Responsible for researching grants and working with departments applying for applicable grants and other external funding sources to support Emergency Management programs.
Prepares and submits financial reports that quantify the costs associated with the response to an incident or disaster. When funds are available from Federal and State grant programs and financial assistance, on behalf of OHSU, will ensure the proper completion of Federal and State funding documents. Submits to the State or local jurisdiction any required documents, reports, etc. on behalf of the OHSU emergency management program.
Provides ongoing emergency management leadership, training and guidance to all OHSU departments; coordinates with all University partners to assist departments with development of necessary training programs for continuity of emergency operations and provides operational leadership to OHSU Incident Command.
Prior experience in ICS Training preferred. Coordinates with all federal, state and local emergency management response organizations with regard to planning, training, exercising and assessment necessary to build and sustain OHSU capability to respond to any emergency or disaster, including a mass casualty or terrorist incident, pandemic, or other natural or manmade hazard at OHSU or within the community.
Under the direction of Emergency Management Leadership, advises OHSU Executive Leadership on new developments, changes in emergency protocols, or other factors. Collaborates with OHSU departments (such as Public Safety, Environmental Health & Radiation Safety, Facilities, Hospital and Clinics, Research & Academics, etc.) and external community partners (such as hospitals, counties, cities, state and federal agencies).
These functions are performed with the objective of decreasing risk, controlling, minimizing and preventing losses in an effort to protect the assets of the entire OHSU system.

Function/Duties of Position:

  • Coordinates and supports development of Continuity of Operations Planning, and reviews business continuity plans for OHSU departments and business units. This includes but is not limited to the development and maintenance of tools, web pages, resources, and technical guidance needed to assist departments in business continuity planning efforts. Additionally, this position is responsible for coordinating business continuity planning efforts and actions across business lines.
  • Ongoing development of emergency management disaster assessment processes to measure University –wide capabilities and ensure assessment recommendations are prioritized into program goals and implemented in conjunction with a formalized OHSU emergency management policy. Development of Incident Management Teams to deliver effective incident management response and effective management of After Action Reports for continuous improvement to limit disruption to OHSU missions
  • Leads the ongoing development of OHSU emergency management program within all departments of OHSU; to include external community partners including providing guidance to the Emergency Operations Center Incident Commander.
  • Provide ongoing emergency management leadership and guidance to all OHSU departments and assists departments with developing necessary plans and training programs. Including but not limited to departmental, personal and family preparedness to ensure OHSU’s readiness and capacity to respond.
  • On-call responsibilities to be available and ready to respond to Emergency Operations Centers, pages, or to act as a resource. This includes the ability to respond to multiple OHSU sites.
  • Serve on committees, task force groups, quality teams and other collaborative interdepartmental efforts as assigned. Direct and conduct educational sessions on emergency preparedness (Departmental and Personal Preparedness, ICS 300 training).
  • Liaison with Federal, State, Regional, County, City, and local public and private Emergency Management partners including representation on various external committees.

Required Qualifications:

  • BA/BS in Emergency Management or other relevant BA/BS level degree from an accredited college or University; Diploma or certification in Risk Management desired.
  • Five or more years direct experience in emergency management for a hospital, academic institution, city, county, state or large business operation including overall responsibility for emergency management program, drafting emergency operations plans, crisis management, conducting large scale drills, and business continuity planning.
  • Experience in drafting emergency management policies and procedures.
  • Proficient in using Microsoft office products, MS Access, and database tools.
  • Ability to develop relationships and garner support as a change leader
  • Ability to work independently and as a member of a team.
  • Correct English usage, grammar, spelling, punctuation and vocabulary
  • Ability to exercise good judgment, tact, and sensitivity
  • Demonstrate organizational and analytical skills
  • Compile and prepare reports, correspondence and financial analysis tools

  • Skilled in budget preparation and management; knowledge of cost analysis techniques preferred
