Description:

Key accountabilities

  • Oversight and leadership for the creation and maintenance of technical property standards for various building types across the portfolio ensuring, as a minimum, legal compliance but aspiring to the achievement of a ‘great place to work’ or engage with the DWP, ensuring meaningful engagement and collaborations with internal stakeholders.
  • Ensure robust design compliance assurance process are in place, including auditing of third party design consultants and act as the responsible officer for standard exceptions processes.
  • ‘Design Authority’ and lead advocate for change within DWP Workplace Transformation programmes, ensuring Estates led design is aligned with other transformational aims (e.g. cultural, digital, etc).
  • Manage relationships with supply chain design partners, ensuring understanding of departmental design requirements and advising instructing parties on competence and suitability.
  • Responsible for the Design Standards risk register and mitigation activities.
  • Ensure design guides, standards, vision and approach is grounded in up-to-date methods, industry best practice and sustainability requirements.
  • Drive and lead the strategic and tactical Design Standards plans, ensuring alignment to the DWP Estates and Departmental plans, including utilisation of innovative ways to improve efficiency of processes and approach; compliance in design; and data stewardship (inc. technical library).
  • Monitoring and reporting on design progress within all programmes, including responsibility for the creation and ongoing delivery of timely MI and/or dashboards.
  • Lead, motivate and develop a team responsible for:
  • the preparation and implementation of Design Guides and ensuring the products complement and support the Governments wider design strategy (inc. PAS 3000) and regulatory compliance.
  • Overseeing and assisting design consultants directly delivering projects relating to the DWP’s requirements.
  • Ownership of all Furniture Fixtures and Equipment product design standards
  • Design brand compliance within estates projects
  • Oversight of design solutions and supporting the delivery of ‘reasonable adjustments’ building modifications.
  • Leading on space planning and space optimisation, inc. the creation, maintenance and utilisation of tools and systems to support efficient modelling.
  • Providing design input into property business case development
  • Leading the delivery of ongoing training sessions with the various supporting teams and consultants to improve performance and understanding of key areas for development
  • Representing the Estates team and wider DWP with other Government Departments on technical and performance improvement matters. Sharing best practice and attending cross government workshops, working groups or conferences as appropriate

Essential Skills, Knowledge & Experience

  • Extensive knowledge of statutory processes, Building Regulations and construction related legislation able to evidence involvement in complex estate change in either office/ retail/ banking or educational environments
  • In depth understanding of construction methods and materials and fully conversant with CDM Regulations
  • Experience of dealing with technical, legal or regulatory design issues at a policy and practical level
  • Experienced in new build, conversions, extensions and major refurbishments & developments
  • Final responsibility for validation, assurance (design, specification etc) and sign off of schemes and projects typically up to £10m
  • Demonstrable Furniture Fixings & Equipment specification experience
  • Proven experience of managing design
  • Excellent written and oral communication skills
  • Ability to use evidence alongside analytical thinking to make decisions
  • Strong analytical skills including research and investigation
  • Ability to present at a senior level, sometimes in larger forums, in a clear and concise style varying the presentation according to the target audience
  • Ability to work collaboratively with mixed teams, consultants and stakeholders
  • Comfortable challenging the status-quo to achieve a better outcom
