Minimum Qualifications:

  • Possession of a baccalaureate degree in Business Administration and 1 year(s) of progressively responsible professional experience with responsibilities for human resources management; or equivalent education/training or experience.
  • Functional knowledge of principles, practices and techniques in human resources management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources management.
  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources management.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.

Desirable Qualifications:

  • Familiarity with the administrative policies and procedures of the University of Hawaii.
  • Familiarity with recruitment, on-boarding and time sheet system at the University of Hawaii, such as NeoGov, SECE, HireNet and TAPS.
  • Considerable working knowledge of Microsoft Excel and Datamart.
  • Considerable working knowledge of human resources information systems, such as PeopleSoft and PageCenterX

Responsibilities:

  • Serves as a Human Resources Specialist for the College and assists with the full range of day to day human resources functions and personnel administration. Exercise discretion in the management of HR affairs.
  • Responsible for assisting in all aspects of personnel management and administration including but not limited to, recruitment and selection, appointments, leaves, salary adjustments, and employee benefits.
  • Assists in reviewing personnel actions such as appointments, salary changes, leaves & separations submitted by departmental personnel for compliance with bargaining agreements, Board of Regents & University policies & procedures, other laws & regulations.
  • Assists in ensuring proper management of personnel records for the College in compliance w/ University procedures, State and Federal requirements.Includes maintaining, archiving and disposing of records in accordance with established rules & regulations.
  • Assists in reviewing all documents relating to classification of positions and recruitment and selection of new employees. Ensures that request/selection conform to established policies, procedures.
  • Verifies accuracy of employee data in employee files and electronic human resources data system (PeopleSoft or successor).
  • Reviews and generates Payroll Notification Forms (PNFs) for hiring, changes and separation actions of BOR appointees, including faculty, APT, graduate assistants, lecturers and non-compensated appointments as required.
  • Assists in auditing, reviewing and processing the UH Form 6 for casual hires, overload appointments.
  • Assists with inputting timesheet information into UH Timesheet and Payment System (TAPS).
  • Assists in monitoring lecturer employment and credit count to ensure compliance with applicable University and collective bargaining policies. Assists with offer-letters for year-round lecturers.
  • Assists in managing benefits programs available to employees. Keeps current on rules relative to various benefits, communicates changes and impact on benefits to necessary parties, performs accurate & timely submittal/processing of required documents.
  • Audits applications for benefit enrollment and changes for eligibility and timely submission, processes and distributes as appropriate.
  • Resolves faculty and staff problems regarding employee benefits.
  • Gives verification of employment and other inquiries from governmental agencies, financial institutions and businesses via the telephone or by written communication.
  • Reviews & responds to unemployment insurance claims filed with Dept. of Labor & Industrial Relations. Researches employee records, provides requested information.
  • Verifies personnel record history and information for employee service and retirement awards.
  • Reviews and monitors transactions for on-line leave system. Initiates corrective action, verifies that earnings are correct, follows up on transactions requiring additional follow up (doctor’s notes, etc), alerts employees of possible vacation forfeiture, resolves problems with accruals and other leave transactions, and central leave bank (for leave donations) transactions.
  • Prepares Form G2, Application for Transfer of Vacation and Sick Leave Credit or Payment in Lieu of Vacation, for all separating employees on the leave accrual system.
  • Serves as a Notary Public for the College.
  • Assists in reviewing reports, ensures proper information is provided, confers w/employee, employee’s supervisor as necessary for work-related injuries.
  • Assists in reviewing claims for temporary disability and computes benefit entitlement amounts. Consults with the Office of Risk Management as appropriate.
  • Provides advice and guidance to supervisors for the Civil Service Performance Appraisal System. Monitors evaluation periods and evaluation submittals.
  • Assist with actions for graduate assistant contract Renewals/Non-renewals, including preparing lists of graduate assistants for departmental action, preparing reappointment or termination letters for the dean’s signature.
  • Provides technical advice to faculty & staff on personnel matters by interpreting collective bargaining agreement provisions, Board of Regents Policies, University policies and procedures, and other laws, rules and regulations.
  • Assists in developing and updating the College’s personnel procedures and ensures compliance.
  • Trains departmental personnel in matters related human resources including personnel actions and benefit administration, and develops necessary training materials.
  • Assisting in developing and analyzing ad hoc reports for management and statistical purposes using data from PeopleSoft, internal databases and spreadsheets.
  • Other Duties As Assigned
