The Youth Preventive Services Division is one of 14 divisions in Health Promotion Board and has six departments namely, School Health Service, Student Health Centre, School Dental Service, School Dental Centre, Nursing and Clinical Standards and Planning. Our vision is Healthier Children, Better Learners, Brighter Future and our goal is to promote good health and reduce illness among the school-age children.
The Nursing and Clinical Standards (NCS) Department collaborates with stakeholders to develop a robust clinical standards framework. We facilitate the transfer of knowledge and best practices to promote and sustain holistic care for students or parents through the development of nursing clinical practice guidelines, audit and training of nurses. We oversee implementation of the screening and immunisation programme for children by nurses. In addition, we partner with public sectors and co-ordinate support teams for crisis management during national emergency situations such as infectious disease outbreak and national / civil disasters.
The Manager, Nursing is responsible and accountable for assisting the healthy and at-risk students to attain, regain and retain optimal state of health.
The incumbent will contribute in envisioning the department’s work plan and providing leadership in the implementation of prompt, safe and high standard of health screening, immunisation and health education to students will lead to the achievement of the department’s and division’s goal of “Healthier Children, Better Learners, Brighter Future” and the organisation’s vision of “A Nation of Healthy People”.


  • Oversee the health screening and immunisation programmes for the school going population in the schools and at Student Health Centre
  • Provide quality and safe care through clinical leadership in nursing practice
  • Perform managerial, educational and research work in the course of his/her professional practice
  • Promote quality standards and care and provide positive customer service
  • Monitor and ensure compliance to SOPs and policies
  • Ensure nursing teams and vendors deliver excellent customer service and manage customer feedback and enquiries promptly and professionally
  • Manage staff and resources efficiently and effectively
  • Manage nurses of assigned Team(s) and conduct regular and annual appraisal
  • Collaborate with HR, Training, project training requirements and ensure staff achieve their development plan
  • Plan nurses’ roster to provide coverage for SHC on Saturdays and during school holidays
  • Procurement of equipment, supplies and services
  • Oversee the professional and personal development of all staff under his/her charge
  • Provides leadership in developing and implementing health education/training programmes to advance and enhance nursing professional practices
  • Designs, implements, evaluates and revises academic and continuing education programmes for nurses
  • Lead in innovative / improvement projects and evidence-based nursing research
