JOB SUMMARY:

The Manager, Alberta Regulated Business and Compliance has responsibility for the delivery of the business, regulatory and Alberta compliance objectives for Direct Energy Regulated Business. The regulatory applications filed with the Alberta Utilities Commission (AUC) are the key drivers of revenue for the DE Regulated Business, and a key responsibility of this role is ensuring the timely delivery, accuracy and high quality of the DE Regulated applications. The position also has the responsibilities associated with managing Direct Energy Canada’s (both regulated and competitive) regulatory compliance requirements related to the Code of Conduct Regulation and the DE inter-affiliate code of conduct compliance plan.

MINIMUM REQUIREMENTS:

  • University degree (Business, Engineering, Economics or related discipline) and 5-10 years of related experience inclusive of minimum 3 years utility operations experience including one or more of billing, customer care, commercial agreements, vendor management, financial reporting, strategy, and regulatory affairs.
  • Demonstrated business acumen complemented by superior analytical and problem-solving skills.
  • Demonstrated excellent writing skills, with preference for regulatory communications (applications, supporting evidence, interrogatories, correspondence, argument).

ADDITIONAL KNOWLEDGE, SKILLS AND ABILITIES:

Preference will be given to candidates with:

  • Demonstrated knowledge of the Alberta energy market and market structure.
  • Demonstrated competency with developing regulatory applications or other regulatory proceedings in Alberta or Canada (preference given to AUC proceedings).
  • Excellent communication skills (written and verbal) including report-writing and PowerPoint presentation development.
  • Demonstrated ability to lead and influence others without direct reporting relationship.
  • Ability to excel in a fast paced, changing environment; effectively managing multiple activities and meeting deadlines.
  • Ability to accommodate travel.
  • Customer-focused.

PHYSICAL REQUIREMENTS:

  • Ability to work at a desk for long hours.

Responsibilities:

  • Responsible for supporting the delivery of the DE Regulated Business profit and loss including the go-to-market and regulatory applications strategies.
  • Provide direction in regard to the DE Regulated go-to-market strategy to teams responsible for the delivery of functions including website, customer communications, customer care, and billing.
  • Responsible for the development and delivery of the regulatory applications strategy set by the Director as it relates to the non-energy and energy applications.
  • Responsible for all aspects of the development of regulatory applications for the DE Regulated business filed with the AUC including research, drafting, compiling data and analysis, editing, and filing as well as additional procedural steps including responding to information requests, developing compliance filings and drafting argument.
  • Responsible for the coordination of supporting evidence from internal subject matter experts, external experts and legal support associated with the non-energy and energy applications including close monitoring of proceedings related to other retailers and distributors.
  • Responsible for the engagement of external experts in support of DERS’ non-energy and energy applications including developing budgets, managing day-to-day activities, reviewing and editing evidence, and developing plans for witness preparation.
  • Responsible for the development of the DE Regulated intervention strategy related to AUC proceedings associated with other regulated retailers or distributors.
  • Act as subject matter expert for the entire Canadian business when it comes to regulatory compliance and most notably adherence to the Code of Conduct Regulation and Direct Energy’s compliance plans.
  • Perform other duties as assigned.
