QUALIFICATIONS

A qualified candidate must possess the following:

  • At least five years of specialized experience planning, coordinating, and executing large scale race/running events and activities.

A qualified candidate must also possess the following:

  • Knowledge of special event management, planning, administration, and execution processes.
  • Knowledge of special event principles, policies, government regulations, and industry forecasting.
  • Knowledge of management principles in the areas of logistics planning, budgeting, and event staffing.
  • Knowledge of community relations and public affairs.
  • Knowledge of marketing techniques and strategies for event promotion.
  • Knowledge of RRCA, USATF, and AIMS guidelines for sporting rules, ethical conduct, and race standards.
  • Knowledge of International Olympic trials and qualifications.
  • Knowledge of USATF long distance running rules, and regulations.
  • Knowledge of local, state, and federal laws that pertain to racing events.
  • Knowledge of military protocol and procedures.
  • Knowledge of sponsorship requirements and marketing strategies as it pertains to special events.
  • Knowledge of emergency response procedures and crisis management.
  • Knowledge of purchasing, contracting and financial accounting methods.
  • Knowledge of CNIC’s organizational structure, functions, and mission.
  • Skill in organizing and managing multiple competing tasks and deadlines.
  • Skill in budgeting and financial management.
  • Skill in coordinating internal/external security, medical, and event operations for a large event (30,000+ participants).
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to perform the full range of supervisory duties.
  • Ability to lead and delegate responsibilities to support teams.
  • Ability to problem-solve and make quick decisions on race day.
  • Ability to establish and maintain relationships with key stakeholders and vendors.
  • Ability to make ethical financial decisions in accordance with DoD and CNIC Instructions regarding Non-Appropriated Fund instrumentalities.
  • Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.

Responsibilities:

DUTIES

In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position. Duties comprise 75% of incumbent’s time and include but are not limited to:

  • Directs, supervises, and executes all activities of the Navy Race Organization (NRO).
  • Maintains direct liaison with the national and international running community and sporting industry through meetings, conferences, and attendance of major sporting events.
  • Provides expert advice on road racing following, Road Runners Club of America (RRCA), USA Track and Field (USATF), and Association of International Marathons and Distance Races (AIMS) guidelines for sporting rules, ethical conduct and race standards to Navy Commanders and support personnel.
  • Serves as the Subject Matter Expert of RRCA efforts from the ground up.
  • Manages multiple-million-dollar budgets. Directs operational controls and establishment of the NRO strategic and functional planning.
  • Plans and promotes NRO races by developing, coordinating, managing, directing, and implementing an annual NRO registration, marketing, and sponsorship plan, tracking and targeting both national participation in, and visibility of, the NRO events.
  • Coordinates, reviews, and approves scopes of work and purchase agreements that will result in contract development that support special events.
  • Secures corporate sponsorship to maximize cost avoidance for run operations. Ensures commercial sponsorship agreements are formulated and executed in accordance with current government regulations.
  • Coordinates event safety, security, and force protection measures with multiple law enforcement and first responder agencies.
  • Implements, initiates, and negotiates public right of ways, public permits, and support agreements with Local, County, State and Federal Agencies, including but not limited to the cities of San Diego, CA, and Coronado, CA, San Diego County, State of California, National Parks Service, the San Diego Port Authority, and the Mass Transportation Authorities.
  • Oversees negotiation of fees and support costs from these agencies and ensures prompt payment for the services rendered, such as, but not limited to police support, equipment, grounds maintenance and transportation.
  • Develops NRO policies, publishes the NRO Operations Plan and Order, NRO Bulletins, and Navy wide traffic messaging concerning NRO events.
  • Oversees race-day full set-up, ensures race events are executed in compliance with industry standards (e.g., staffing and supplies), and that post race areas impacted are cleaned and restored to original state. This position is required to be actively involved in all facets of the race from pre to post event.
  • Coordinates with Navy MWR Communication Strategy, conducts interviews, authors/publishes article, arranges for national press and media coverage of the Navy Races, its runners and support personnel programs and related events to widely publicize the NRO mission and project a positive image of the Department of the Navy.
  • Maintains sportive relations within the local communities through lending assistance and advice, making public appearances and maintaining open dialogue with members and leaders of the community. Maintains liaison with the Chairman, Navy Adhoc Publicity Committee on current public relations issues.
  • Analyzes current and historical data to determine trends and anticipate future requirements.
  • Transports staff and/or volunteers to various locations in a 15-passenger van to assist with event set up and assist with moving special events equipment using a flatbed truck.

SUPERVISORY DUTIES COMPRISE 25% OF INCUMBENT’S TIME AND INCLUDE BUT ARE NOT LIMITED TO:

  • Directs work to be accomplished by a workforce of both NAF and APF employees: up to six personnel (NF-4/5 or GS equivalent) and acts as a rating official.
  • Provides second level supervision for up to 50 NAF and APF employees; and acts as Senior Rating Official.
  • Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities;
  • Conducts annual performance reviews of staff;
  • Participates in section staffing decisions;
  • Ensures staff receives proper training to fulfill requirements of their positions;
  • Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary; and
  • Supports CNIC’s Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understands and adhere to the policy; and ensures treatment of all staff is fair and equitable.
