Job Title: People and Culture Generalist - Learning/Development
Position Reports To: Head of People and Culture
Job Location: Ottawa (hybrid)
Salary: $70,000 - $90,000 CAD
SkyAlyne is a proud partnership between Canadian aviation and defence leaders, CAE and KF Aerospace, formed to provide a truly Canadian solution for Canada’s Future Aircrew Training (FAcT) Program, Canada’s next-generation military aircrew training program.
SkyAlyne has been selected as contractor for the FAcT Program, a 25 year program valued at approximately $10 billion. The program will be managed from the National Capital Region (Ottawa), with three operational locations: Moose Jaw, Saskatchewan; Southport (Portage la Prairie), Manitoba; and Winnipeg, Manitoba.
The scope of the FAcT Program contract includes all training and in-service support requirements needed to prepare Pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators to meet the future aerospace requirements of the Royal Canadian Air Force. In collaboration with the Government of Canada and several major Canadian subcontractors, SkyAlyne will provide live-flying, simulator and classroom-based training, facilities construction and management, information management and information technology support, site support services, aircraft maintenance and much more.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree, or higher education, in the field of HR, business administration, commerce, management, leadership, industrial relations, or a related field.
  • Certified Human Resources Professional (CHRP) designation, or an equivalent designation, education, training, or level of experience
  • Five (5) years of human resources generalist experience with a minimum two (2) years of experience in training and development, performance management, and/or course development and deployment, and facilitation.
  • Proven track record of designing and implementing successful learning programs, including creating both online and in-person programs.
  • Experience in designing and delivering learning and development plans that support the job architecture, skill development and career pathways.
  • Lived or professional experience working with Indigenous Peoples, especially in recruitment, training, or community engagement, is a strong asset.
  • Demonstrated ability to collaborate with Indigenous organizations, governments, or educational institutions to promote job readiness and skills development is an asset.
  • Strong understanding of: HR legislation and regulatory principles and practices, including, but not limited to, the Canada Labour Code, the Canadian Human Rights Act, the Employment Equity Act, the Pay Equity Act, and GBA+ processes.
  • Knowledge of Truth and Reconciliation Commission Calls to Action, the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) is an asset.
  • Previous experience working for a business where the Government of Canada was the client or a business in the aviation industry. Having a background in both environments would be an asset.
  • Excellent planning, organizing and time-management and project management skills.
  • Strong professionalism, communications, interpersonal and problem-solving skills, using a collaborative approach to resolve issues.
  • Excellent public speaking and facilitation skills.
  • Demonstrated high accuracy and attention to detail.
  • Proficiency with MS Office Suites, including Outlook, SharePoint and Teams
  • Be able to hold a Protected “B” Government of Canada site/information access certification.
  • Eligible to work in Canada.
  • Strong oral and written English language capabilities.
  • Fluency in French would be an asset.

Responsibilities
  • Support the Head of People and Culture with human resources initiatives in line with the organization’s goals and in promotion of a positive organizational culture.
  • Support the development and implementation of policies, processes, training, initiatives, and surveys to support the organization’s people and culture needs.
  • Support the Head of People & Culture in the development and implementation of a comprehensive learning strategy that supports organizational goals and addresses employee development needs and meets compliance requirements with applicable federal and provincial employment laws and regulations.
  • Where appropriate, support the design and development of innovative learning programs, including workshops, e-learning modules, and cross-functional project experiences.
  • Facilitate engaging and interactive training sessions using a variety of instructional techniques and formats to accommodate diverse learning styles and preferences.
  • Support in the assessment, selection, and implementation of the learning management system (LMS).
  • Responsible for the management and oversight of the LMS.
  • Develop, monitor, and analyze key data (KPIs, trend data, etc) to assess the ongoing learning and development program and recommend solutions for improvement.
  • Providing guidance and support to managers and employees on a variety of human resources issues, including policies and procedures.
  • Support the development, implementation and adherence to various human resource programs and processes, including, but not limited to, compensation, benefits, performance management, talent management, staffing, retention, succession planning, leadership development, recognition, morale, onboarding, offboarding, diversity and inclusion, and training and development.
  • Production and analysis of various human resources related surveys and reports, including various HR metrics.
  • Oversee and coordinate internship and other skills development and training programs to support the pipeline for key positions within the FAcT program.
  • Collaborate with stakeholders to design and implement culturally responsive recruitment and training programs that support Indigenous skills development and career advancement.
  • Partner with educational institutes and other interest groups including but not limited to Indigenous Skills and Employment organizations, and Indigenous governments, communities and organizations as part of the key deliverable for the FAcT program.
  • Coordinate and/or participate in relevant meetings and events to increase awareness about careers at SkyAlyne, the FAcT program and the aerospace and defense industry.
