Description:

POSITION SUMMARY

The Program Supervisor Homelessness Prevention & Social Planning is responsible for managing and coordinating the planning, development, implementation and monitoring of new and on-going homeless prevention initiatives and services for the community. This role works collaboratively with homeless prevention, housing and social service stakeholders and will ensure the effective implementation of plans, programs and related support services for vulnerable individuals and families experiencing homelessness or at risk of becoming homeless. This role is responsible for the development of provincial and federal funding submissions and reporting requirements and for leading program compliance to ensure effective integrated delivery of programs to enhance the homelessness service system in Lambton County. The Program Supervisor also participates in the planning, development, and implementation of social planning initiatives in poverty reduction and other areas within the Social Services Division.

MINIMUM FORMAL EDUCATION

  • A University degree from an accredited post-secondary school institution in Social Sciences with an emphasis on planning and research; or a combination of education and experience in a relevant discipline related to social planning. Preference given to a Master of Social Service or Social Science and/or professional designation (M.S.W., B.S.W.,etc.)

EXPERIENCE

  • Five years of experience in social service environment, with an emphasis on community-based planning in one or more of the program areas
  • Previous supervisory experience required
  • Excellent written and verbal communication skills
  • Ability to lead, supervise, motivate, and delegate
  • Knowledge of and demonstrated systems thinking ability and change management design, process and implementation strategies.
  • Working knowledge of government and community agencies
    A valid Ontario driver’s license and use of a vehicle.

Responsibilities:

PROGRAM AND SERVICE DELIVERY RESPONSIBILITIES:

  • Manage and coordinate the planning, development, and implementation, progress reporting and periodic renewal of the County of Lambton’s ten year Homelessness Plan in collaboration with the department and consultation with external stakeholders including the Provincial Homelessness Prevention Program and the Federal Reaching Home Program.
  • Assist in the preparation and monitoring of service agreements with community agencies for funding as approved by Council and the Ministry of Municipal Affairs and Housing and the Federal Government.
  • Write reports and analysis documents including reports to be presented to County Council.
  • Provide social planning, policy development and community capacity building assistance across a broad social services spectrum.
  • Liaise with various government ministries and social agencies in developing policies to ensure optimum integration and coordination of local social services.
  • Collectively work with external partners and departmental staff to develop social planning processes and frameworks, such as department service plans, homelessness plans, Caseload Trends Report.
  • Prepare related reports and/or provides input into department decisions regarding program or policy.
  • Supervise Social Planners in conducting analysis and research of emerging issues for divisional program areas, predicting trends.
  • Manage the Co-ordinated Access System in keeping with Provincial guidelines.
