Overview
Advancing Basic Education in the Philippines: ABC+ Project is USAID- funded project. The activity will work with the Government of the Philippines to support improved literacy in mother-tongue, numeracy, and social and emotional learning (SEL) in grades K-3.
ABC+ Project is hiring a Senior Policy Research Officer to support the Second Congressional Commission on Education (EDCOM II). EDCOM II was passed into law in July 2022 with the mandate of conducting a “comprehensive national assessment and evaluation of the performance of the Philippine education sector for the purpose of recommending transformative, concrete and targeted reforms in the sector with the end in view of making the Philippines globally competitive in both education and labor markets” in the next three years, from 2023 to 2025. The same law provides for the creation of a Technical Secretariat which shall provide technical and administrative support to the Commission.
The Senior Policy Research Officer will be mainly doing research work and data analysis.
Responsibilities

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

• Bachelor’s Degree and 8 years of experience or Master’s Degree in a relevant field and 6 years of experience;
• 5-10 years of relevant professional experience at a senior level;
• Demonstrated capacity in project management;
• Able to gather, process, and analyze data with minimal supervision;
• Comprehensive knowledge and understanding of the Philippine education system is preferred.

SKILLS AND ABILITIES

• Advanced verbal and written communication, presentation, and facilitation skills;
• Strong attention to detail and excellent organizational skills;
• Strong problem-solving and critical thinking skills;
• Ability to multitask in a fast-paced and deadline driven environment;
• Ability to work with a team and with confidential documents.
