EDUCATION

  • Master’s degree in Business Administration, Islamic Banking/Finance, International Relations,
    Development, Marketing, Communications or a related field from an accredited academic

institution with seven years of relevant professional experience; or

  • University Degree in above fields with nine years relevant professional experience.

EXPERIENCE

  • At least seven years of experience in fundraising in a non-profit or international organization

with proven success in mobilizing financial resources;

  • At least seven years of progressively responsible experience in communicating and engaging

with governments, including government donors, UN agencies and other external stakeholders

on a wide range of institutional issues and programmatic areas; and,

  • Established network and relationships with Zakat houses and/or Islamic Social Finance

stakeholders.

SKILLS

  • Proven track record in fundraising, relevant processes, procedures, and techniques to enable
    successful resource mobilization across a variety of contexts (digital fundraising, emergency

fundraising, high value donor fundraising);

  • Knowledge and experience in online communication including social media and digital

fundraising; and,

  • In-depth understanding of the sensitivities, challenges and opportunities of Islamic social

Finance and lslamic Philanthropy.

Responsibilities:

  1. Liaise with internal and external stakeholders to ensure the timely implementation of the IPF
    Standard Operating Procedures and the programmatic and financial management of Muslim
    Alms administration, in close coordination with Regional Office (ROs), Country Office (COs),
    Department of Legal Affairs, Department of Financial and Administrative Management, Cash
    Based Initiatives Unit, Media and Communications Unit, and other departments and divisions,
    as required.
  2. Develop a strategy and workplan, followed by execution roadmap and maintain, update, and
    coordinate the implementation of a roadmap for the International Partnerships Unit (IPU)
    including the establishment with partnership arrangements for solicitation of fatwas, as required.
  3. Ensure sound coordination between ROs, COs, and institutional departments supporting with
    the implementation of IPF, and establish and oversee information sharing systems regarding
    IPF developments. Work in close collaboration with PSP towards ensuring regular information
    sharing in IOM, as well as liaising and collaborating with IPF partners.
    Partnerships and Fundraising:
  4. Develop, lead and oversee the Resource Mobilization strategy with Key Performance
    Indicators (KPIs) from individual almsgivers, high-net worth individuals, foundations, institutions
    and relevant stakeholders in coordination with IPF Director, Regional Director, Office of
    Partnerships, Advocacy and Communications (OPAC) and relevant ROs and Cos to achieve
    partnership and fundraising goals
  5. In collaboration with OPAC, lead the expansion of partnerships and fundraising with
    corporate, foundations, High-Net-Worth individuals (HNWI), Major Donors and legacy
    fundraising in the Middle Eastern and North African markets. Alongside the private sector
    partnerships team, develop, coordinate and implement partnerships and fundraising related
    activities for the IPU in the short, medium and long term by identifying industries, sectors and
    countries to focus engagement for the IPF.
  6. In collaboration with the Media and Communications Department, develop and execute a
    communications strategy for the IPF, including updating the IPF webpage which will host the
    IOM Zakat and Sadaqah campaigns, posting communication materials on IOM’s websites and
    social media platforms, e.g., videos, human interest stories, etc., so as to build the trust of
    almsgivers in IOM’s Muslim Alms’ funded operations and create awareness about IOM’s IPF.
  7. In collaboration with the relevant thematic experts and OPAC, lead the development of a set
    of key messages and calls to action for stakeholders as it relates to the IPF and Islamic social
    finance and key stakeholders in the region.
  8. Work with OPAC to establish standardized partner stewardship cycle through enhanced and
    interactive donor care journey supporting full-service income generation and adapt as necessary
    for IPF and the Middle East and North Africa (MENA) Market.
  9. Support the establishment of a group of external Fundraisers who can support IOM’s ambition
    to grow IPF engagement in accordance with the Gulf Country Strategy, with access to relevant
    networks, forums, roundtables, and facilitate introductions to key stakeholders.
  10. Organize and coordinate donor briefings, roundtable discussions, talking points, press
    briefings, media interviews and field visits to IOM projects for stakeholders.
  11. Adhere to due diligence process and support initial screening against IOM’s exclusionary
    criteria for new potential partners and potential high-risk engagement.
  12. Ensure that all donors interactions are responded to in a timely manner and recorded
    appropriately in the Customer Relationship Management tool (CRM); ensure compliance with
    data protection laws and guidelines. Ensure the monitoring of results and identify risks and
    actions needed to mitigate the impact on revenues.
    Coordination, Management and M&E
  13. Develop, oversee and support ROs and COs monitoring procedures of Muslim Alms
    administration and management as aligned with the Standard operating procedures (SOPs) and
    in coordination with the Cash based intervention (CBI) Unit and Department of Financial
    Management
  14. Develop and consolidate mid-term and annual reports on Muslim Alms programmatic and
    financial results received from ROs and COs. Develop a summary overview of Muslim Alms for
    the IOM annual report and share in a timely manner.
  15. Contribute to the development of reporting mechanisms to enable timely impact reporting to
    Member States, private sector partners and the public to enhance accountability.
    Capacity Building:
  16. In coordination with OPAC, plan and deliver global capacity-building initiatives through
    online and in-person trainings and workshops to strengthen awareness and implementation of
    IPF. Lead the development of tools and guidance to support RO/CO-led outreach for IPF and
    the MENA Market (e.g., pitch decks, 1–3-page concept note template). Stay up to date of
    market trends and benchmarks, research to produce training materials (as needed) to support
    implementation of IPF
  17. Collaborate with OPAC in the development and rollout of an IOM Peer Support Group to
    increase engagement with relevant stakeholders in the IPF and MENA Markets. Setup
    communities of practice and tools for collaboration and knowledge management for key
    stakeholders for IPF across IOM.
  18. Represent IOM in internal coordination groups and external forums and working groups
    related to Muslim Alms, Islamic Philanthropy, Islamic Social Financing, private sector
    engagement in the region and other related topics
  19. Provide other support as needed for fundraising initiatives to enable the success of the IPF.
