Description:

Responsibilities will include performing the following for assigned subcontracts and assisting others in the department in the performance of these tasks:

  • Ensure the protection of Raytheon proprietary information during discussions with subcontractors and prospective subcontractors by providing guidance to internal stakeholders and initiating, where required, Proprietary Information Agreements
  • Participate in the source selection process and development of cost proposals during new business pursuits, working collaboratively with the MPM, IPT leads and proposal management personnel
  • Support assigned proposal efforts; plan requirements and activities and manage to plan
  • Perform prospective subcontractor due diligence, including FCPA and other required compliance matters
  • Work with internal stakeholders to ensure the development of Statements of Work, prime contract flow through, award fee plans, schedules, pricing instructions and other matters appropriate to subcontractor solicitation requirements
  • Support alternate sourcing actions (when applicable)
  • Manage and provide guidance on the selection of Subcontract cost types including but not limited to fixed price and cost reimbursable agreements such as time and material & labor hour
  • Develop and issue solicitation documents to prospective sources and manage to ensure complete, timely and compliant responses
  • Perform or support evaluations leading to the selection of qualified subcontractors, and recommend subcontractors with respect to cost, delivery, contractual compliance and socio-economic status
  • Develop pre-negotiation strategies and lead supplier negotiation including but not limited to staff augmentation subcontracts
  • Issue and sign transactions within authorized limits
  • Perform risk assessment, identify potential risks and impacts, and develop mitigation plans
  • Perform documentation write-ups in accordance with Company policies and IIS Supply Chain work instructions
  • Oversee the management of subcontractors’ performance and effectiveness
  • Perform post-award management in accordance with an Integrated Supplier Performance Management approach
  • Maintain strong business relationships with internal and external stakeholders associated with assigned Subcontracts throughout all IPDS Phases
  • Manage the reporting of subcontractors’ performance utilizing appropriate internal tools, Critical Supplier List or other report formats, as required

REQUIRED SKILLS:

  • Must be US Citizen with ability to obtain SECRET Security Clearance
  • 2+ years’ experience including, but not limited to Contracts and/or Subcontract Management and overall business experience
  • Strong working knowledge of Microsoft Office® suite or similar software programs

DESIRED SKILLS:

  • Knowledge of and experience in the areas of the FAR, DoD Federal Acquisition Regulation Supplements (DFARS), and related laws and regulations affecting Government subcontracting.
  • Proven track record that includes collaborating with Program Management and Engineering/Technical individuals regarding management of Statements of Work and subcontractor work outputs (including cost and schedule)
  • Strong negotiation and interpersonal skills
  • Strong skill level in MS Excel (Pivot tables, VLookups, etc.)
  • Use standard computer systems focused on supplier management processes (PRISM/SAP)

REQUIRED EDUCATION:

  • Bachelor Degree in Business Administration, Supply Chain Management or other Business or related degree or equivalent combination of education and experience (Bachelor Degree = 8 years of additional applicable experience:
