QUALIFICATIONS AND REQUIREMENTS

  • Considerable experience related to the duties above, normally acquired through the completion of post-secondary education in Recreation, Gerontology, Child, Youth and Family Studies, Social Services or a related field and considerable experience leading recreation and community development initiatives. Candidates with an equivalent combination of education and experience may be considered.
  • Considerable supervisory experience in recreation settings; including the direct supervision of union and non-union employees with the ability to display a high degree of confidentiality, discretion, and diplomacy.
  • Extensive experience developing and leading programs and services through engagement, research, innovation, best practices, and emerging trends.
  • Significant experience managing budgets, balancing program revenues over expenses and forecasting/reporting monthly variances.
  • Considerable experience in developing, maintaining, monitoring, supporting and documenting community, governmental, not-for-profit, and corporate partnerships.
  • Demonstrated success in developing, submitting, monitoring, and reporting on local, provincial, federal grant and funding opportunities.
  • Excellent written, verbal, and interpersonal skills, along with demonstrated ability to communicate older adult and youth needs, issues and activities to municipal leaders, stakeholders, peers, and the public through a variety of delivery models.
  • Considerable experience in the research, development and recommendation of policies, procedures, and operations as they relate to Older Adult and Youth services/programs in municipal environments.
  • Working knowledge of municipal policies, procedures, and operations as they relate to services/programs administered by Recreation Services and partnership agreements.
  • Excellent organizational and workload/project management skills to effectively manage multiple tasks and deadlines concurrently.
  • Excellent customer service skills with the ability to meet customer needs with empathy, solution-focused approaches and meaningful outcomes.
  • Knowledge of relevant legislation including the Employment Standards Act (ESA), Seniors Active Living Centres Act, Child, Youth and Family Services Act, the Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA), corporate policies and procedures and other relevant statutes.
  • Demonstrated application of diversity, inclusion, and intercultural competencies.
  • Ability to work independently and as part of a team.
  • Advanced skills in Microsoft Office (Word, Excel, PowerPoint, and Outlook).
  • Must obtain and maintain a valid CPR/AED/First Aid certificate.
  • A satisfactory police record/vulnerable sector check will be required at the time of job offer
  • A valid Class G driver’s license with a good driving record. Successful candidates will be required to provide a current driver/s abstract before their start date to confirm their license is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirements.

Responsibilities:

  • Supervise, plan and develop meaningful programming for the City of Guelph’s Older Adult and Youth portfolios including registered, drop-in and outreach programming.
  • Supervise and develop community-based programs and services that provide equal opportunity through engagement, advocacy, and support for all Older Adults and Youth in Guelph.
  • Recruit, support, coach and evaluate staff through the development of goals and objectives and measured through monthly and annual performance appraisals.
  • Provide daily supervision, training, and feedback to employees, administering corrective and payroll approval for Senior and Youth Services staff.
  • Lead Evergreen Seniors Centre operations and additional Senior Active Living Centre needs through maintenance/life-cycle planning, application of policies and procedures, response to emergency/critical situations, and day-to-day operations.
  • Supervise Bistro 683 Restaurant including support, review and evaluation of kitchen services, staff evaluations, customer satisfaction, and engagement activities.
  • Oversee and ensure the safe and efficient operation of the Bistro 683 kitchen and dining room through knowledge of safe food handling, consultation and reporting to Public Health, evaluation of costing and pricing strategies, etc.
  • Monitor, plan and adhere to division and corporation financial goals and develop annual operating budgets for Senior Services and Youth portfolios.
  • Develop plans and strategies to meet Seniors, Youth and Bistro 683 revenue expectations.
  • Develop, submit, monitor, and report on local, provincial, and federal grant applications and partnerships that support the work of the Older Adult, Youth and Recreation Services teams.
  • Oversee and maintain funding relationships with the Ministry of Health and Long-term Care.
  • Plan, lead and action Guelph’s Older Adult/Age Friendly Guelph Strategy through community engagement, funding strategies, work planning, staff planning, and partnership.
  • Plan, lead and action the Guelph Youth Strategy through community engagement, funding strategies, work planning, staff planning, and partnership.
  • Oversee (monitor, maintain and support) multiple Community Benefit Agreements in partnership with the City of Guelph’s Community Investment team.
  • Prepare annual work plans, annual business plans, and operating budgets for approval.
  • Supports the Recreation Services team through emergencies, inquiries, and complaints, and is an active member of the Recreation Services 24-hour on-call team.
  • Ensure excellent customer service to all community members and contacts.
  • Develop community relationships, provide leadership and work collaboratively with stakeholders to deliver community-based resources, programs, and services.
  • Support the development and application of marketing and sales plans to maximize revenue, facility usage, and customer satisfaction.
  • Leads the development and implementation of key performance indicators tracking the achievement and success of the Seniors Services team.
  • Ensure that all staff supervised; work in compliance with the Occupational Health and Safety Act and Regulations, the City of Guelph Policies & Procedures including Occupational Health, Safety and Workplace Violence Policy, as well as established industry guidelines.
  • Other related duties as required.
