Description:

Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A bachelor’s degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations. Candidates with a current Visa 18 (residency visa) are excluded from the education requirement.
Purpose: Under general direction of the Project Manager, this position is responsible for overseeing the supply functions of the department/section. Provides leadership and management of all supply functions to include Supply Support Activities (SSA), Packing and Crating, Property and Accountability, Inventory, Warehouse Storage Operations, Container Management, Class III, Shop Stock Listing (SSL), Unit Sets, and the BII section. Overall responsible for compliance with regulatory guidance and ensures PWS requirements are met.

EDUCATION:

  • High school diploma or equivalent required; Bachelor’s degree preferred in business or logistics.
  • AMMO 62, 67 or 43 preferred.

EXPERIENCE:

  • 10 years supervisory experience in supply or related activities required.
  • 5 years of supply warehouse experience with a Logistics Information System (LIS) required.
  • 2 years’ experience with Army Prepositioned Stocks Program or similar program preferred.
  • Extensive military training in logistics plans and/or operations preferred.
  • 920B/ 920A MOS preferred.

SPECIALIZED KNOWLEDGE, SKILLS & ABILITIES:

  • Must have a comprehensive knowledge of the Logistics STAMIS in use and must have the ability to properly monitor production for compliance with scheduling directives, cost factors, and other applicable standards.
  • Must be able to properly develop appropriate performance standards, track inventory, requisitioning, disposal (turn-in), and ensure facilities operate in a safe and efficient manner.
  • Must be detail oriented with a high degree of accuracy.
  • Must have advanced level of proficiency in the use of MS Office, including Word, PowerPoint, Excel and Outlook and other related applications.
  • Must be a quick learner with the ability to handle multiple tasks simultaneously, maintain focus, and adapt to a variety of challenges.
  • Possess advanced knowledge of Army Supply documentation such as DA Form 1348, DA Form 2062, and DA Form 444.
  • Advanced proficiency in Army Supply Regulations, AR 710-2, AR 735-5, AR 740-26, and DA PAM 708-2.
  • Must have a broad, comprehensive, and extensive knowledge of the theory, principles, and methods required to plan, track, and execute a Logistical Support Operation.
  • Must possess the ability to plan, organize, manage, and delegate job assignments to personnel assigned in order to meet deadlines.
  • Must have advanced written and oral communications skills to conduct meetings, execute plans, and prepare reports, plans, and instructions.
  • Must have advanced interpersonal communication skills and ability to work and communicate with others effectively.
  • Must possess working knowledge of the various LOGSA Logistics Integrated Warehouse (LIW) applications, and other approved automated property accountability systems such as GCSS-Army.

Responsibilities:

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Supervises assistant managers regarding multi-functional activities for the Supply Department.
  • Directly responsible for collaborating with other departments to identify and maintain resources required to ensure goals are met within the established timeline in accordance with (IAW) the Performance Work Statement (PWS).
  • Directs the Supply Department in executing best practices and measuring performance through Key Performance Indicators (KPIs).
  • Oversee the GCSS-Army support of supply functions.
  • Develops policies and procedures through Standard Operating Procedures (SOPs), work instructions, and flow charts to increase efficiency throughout the Supply Department while ensuring quality and safety are the top priorities when tasks are being executed to meet mission requirements.
  • Responsible for the oversight of data administration on the contract to include submission of information to populate reports, contract deliverables, develop plans, SOPs and other required contract documentation.
  • Oversees the equipment accountability, configuration, and storage activities for the APS-5 Program.
  • Serves as the primary communication link between the Supply department and the USG.
  • Interfaces with USG, COR, ASC QA, and other external customers as necessary to maximize customer satisfaction.
  • Coordinates, tracks progress, validates, and synchronizes efforts with other departments to ensure completion of tasks for all missions assigned to the section.
  • Participates in IPR and develops plans for the Supply Department for current and future operations.
  • Ensure strict compliance to safety practices and support the Safety Policies and Procedures. Instills a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost time injuries.
  • Adhere to ISO Policies, Procedures, and Work Instructions in support of Quality Management System.
  • Performs other related duties as assigned.
