EXECUTIVE DIRECTOR OF RECRUITMENT & TRAINING EEO Class: 1  FLSA Status:  EXEMPT     Section 2: Position Purpose The Director of Talent Acquisition leads the strategy, execution, and continuous improvement of several organization’s recruiting functions. This role is responsible for building a high-performing talent acquisition team, developing scalable hiring processes, and ensuring the company attracts, hires, and retains top talent aligned with business goals. This position is set in an office environment. Participation in constellation-wide job fairs/hiring events is mandatory Section 3: Major Responsibilities * Develop and execute a comprehensive talent acquisition strategy aligned with business objectives and workforce planning needs * Partner with executive leadership to forecast hiring demands and build proactive recruiting plans * Lead, mentor, and scale a team of recruiters and talent acquisition professionals * Set performance goals, provide coaching, and foster a high-performance culture * Design and optimize end-to-end recruiting processes for efficiency and consistency * Implement and manage applicant tracking systems (ATS) and recruiting technologies * Ensure compliance with employment laws and diversity hiring practices * Strengthen the company’s employer brand to attract high-quality candidates * Oversee candidate experience initiatives to ensure a positive, inclusive hiring journey * Develop recruitment marketing strategies across multiple channels * Collaborate with senior leaders and hiring managers to understand talent needs * Provide market insights, salary benchmarking, and hiring recommendations * Act as a strategic advisor on hiring trends and workforce planning * Drive initiatives to improve diversity in hiring pipelines and outcomes * Partner with leadership to embed inclusive hiring practices across the organization * Perform other duties as assigned * ADHERE TO AND FOLLOW * The By-Laws of the Corporation and as set forth in the Articles of Incorporation Section 6: Job Qualifications and Competencies Job Qualifications    Education and Experience: * Bachelor’s degree in Human Resources, Business, or related field * 8–12+ years of progressive talent acquisition experience, including leadership roles * Proven track record of building and scaling recruiting functions * Strong knowledge of recruiting tools, technologies, and best practices   Section 7: Physical Demands and Working Conditions   Network Functions Equipment/Machines: Physical Demands * Maintain and abides by OSHA requirements and guidelines * Observes all Fire and Safety Policies and Procedures * Observes all Fiscal/Office/ HR Personnel Policies and Procedures * Observes all HIPAA Policies and Procedures and maintains confidentiality * Attends all required and scheduled trainings and meetings * Always maintain a professional demeanor and exercise good judgement in all areas of employment duties   * VEHICLE REQUIREMENTS * Current driver’s license, driver registration and a functional vehicle * EQUIPMENT OPERATIONS * Telephone: Cellular - Multi-line, Calculator, Copier, Fax, Computer * COMPUTER SOFTWARE APPLICATIONS  Has knowledge of each program Knowledge of Office software programs * Individual must be able to meet physical requirements of the job:  * Sitting at a meeting table or desk – Reaching – Lifting – Bending – Standing – Stooping – Twisting - Climbing steps - Driving a vehicle * Environment(s) is modern, well-lit office facilities in multiple locations * Multiple levels of stairs with access by elevator * This position is an emergency response role involving work in uncontrolled community environments. Employees may be exposed to inclement weather, communicable diseases, unstable or agitated individuals, and potentially volatile situations.
