The Treasury Oversight Specialist is responsible to provide analysis, independent oversight reporting, and overall second line oversight and effective challenge of key Treasury functions including Asset and Liability Management, Interest Rate Risk Management, Capital Management, Liquidity Management and Funding, including Securitization, Management of the Securities Portfolio, and Meridian’s derivative management including foreign exchange risk.

Reporting directly to the Director, Risk Management, the Treasury Oversight Specialist is a member of Meridian Credit Union’s (“Meridian”) Risk Management Team. The Treasury Oversight Specialist is responsible to provide analysis, independent oversight reporting, and overall second line oversight and effective challenge of key Treasury functions including:

  • Asset and Liability Management;
  • Interest Rate Risk Management;
  • Capital Management;
  • Liquidity Management and Funding, including Securitization;
  • Management of the Securities Portfolio; and
  • Meridian’s derivative management including foreign exchange risk.

The incumbent’s primary responsibilities are to review, maintain, report on, effectively challenge, and continuously enhance the financial risk oversight elements of Meridian’s Treasury team. Carrying out their responsibilities, the incumbent will build effective relationships within the Treasury team and across the organization and liaise with business units, financial risk subject matter experts, subsidiaries, external parties, and regulatory bodies to promote consistency and requisite content in risk policies and supporting procedures.
Key Responsibilities

Overall:

  • Partner with treasury risk framework owners and actively contribute to the development of treasury risk policies, frameworks, and mandates.
  • Support Risk Leadership in the oversight of Meridian’s Enterprise Risk Management (“ERM”) strategy and provision of support to the Chief Risk Officer (“CRO”) & Executive Leadership Team to develop strategic decisions which align with Meridian’s financial risk appetite and profile.
  • Act as a trusted business advisor to internal partners with respect to treasury risk management practices, processes, and procedures.
  • Working with Regulatory Compliance, provide leadership in the interpretation of regulatory requirements, including developments and expectations regarding treasury risk management, along with maintenance of risk policies.
  • Develop and maintain standard operating procedures for the treasury risk management activities performed.
  • Support and manage the broader financial risk management programs of all Meridian subsidiaries as required.
  • Coordinate treasury risk elements of Meridian’s ERM programs, including quarterly ERM assessments, risk appetite setting/monitoring, and initiative risk assessments.
  • Remain current and up to date with industry standards regarding financial risk management and Treasury oversight trends.

Treasury risk oversight:

  • Create and maintain second line of defense oversight role, responsibilities, and processes of Treasury’s management of balance sheet risks, including but not limited to interest rate risk, funding risk, liquidity risk, and capital management risk.
  • Create and maintain second line of defense oversight role, responsibilities, and processes of Treasury’s investment program and activities.
  • Monitor liquidity and interest rate stress test outputs and review and challenge Treasury’s functional designs, assumptions, data, and processes.
  • Assess the adequacy of Treasury risk metrics and recommend updates, including Treasury components of the Risk Appetite Statement.
  • Participate in balance sheet risk Policies and metrics development and maintenance.
  • Report on Treasury’s compliance to Policies, risk appetite, etc. to various internal stakeholders as needed.

Enterprise-wide risk programs:

  • Support Risk Leadership in the management and execution of several enterprise-wide risk programs that have a strong focus on financial risk elements, including:
  • Internal Capital Adequacy Assessment Process (“ICAAP”);
  • Recovery Planning;
  • Resolution Planning; and
  • Meridian’s Stress Testing and Scenario Analysis framework, including working with stakeholders to perform scenario-based analysis for each of the above programs.
  • Assist with the completion of Risk and Control Self-Assessments (“RCSA”) for Treasury and related departments.

Knowledge, Skills, and Abilities

  • Experience related to Treasury functions in the capacity of funding/liquidity management, asset liability management, or investment portfolio management.
  • Knowledge of ERM methodologies, practices, and measurements systems.
  • Extensive knowledge of FSRA and OSFI regulation on capital, liquidity, stress testing, recovery plan, and other relevant regulatory guidance
  • Knowledge of industry best practices on self-assessments against regulatory guidelines.
  • Excellent oral and written communication skills as well as excellent presentation skills with the ability to conduct presentations comfortably to senior and executive management.
  • Ability to proactively identify and solve problems and escalate issues.
  • Strong leadership skills to manage and influence colleagues without a formal reporting line.
  • Strong quantitative and analytical skills.
  • Strong experience with Microsoft Excel; asset liability management system experience is an asset.

Education, Designations, Training, and Experience

  • 5+ years of relevant Treasury and/or financial risk management experience and proven subject matter expertise in Treasury, Enterprise Risk Management, and financial-related regulatory compliance.
  • Undergraduate degree in finance, economics, or equivalent industry experience preferred.
  • Professional designations such as CFA/MBA/CPA and/or FRM/CRM are preferred.
