Description:

Develop and maintain systems and processes to ensure services are comprehensively assessed, appropriately planned, effectively implemented and evaluated according to agreed policies, procedures and guidelines. Lead on the development and implementation of the CQC action plan, organising and leading on mock inspections and service development plans. Provide operational management for Victoria Infirmary Northwich providing expertise, advice and guidance from a broad knowledge base to improve services by anticipating needs, planning and implementing change according to Trust plans and objectives, and the changing health economy. As the General Manager for VIN, the post holder will lead on service reviews and develop service and workforce plans in conjunction with the clinical divisions, the wider health economy and external agencies according to current national and local arrangements.
To provide operational / managerial support for the clinical activity at VIN. The post holder will oversee capacity and demand modelling and make recommendations for service change / development. Provide advise and support for patients, carers and relatives, by being visible and accessible, acting as the first point of call for information and concerns referred on, liaising with other staff, clinical teams, patients and external agencies. Develop and maintain systems and processes that contribute / supports the Trust strategy.
The post holder will work autonomously, making day to day decisions and liaising with wider stakeholders. The post holder will take initiative and address any issues and improve governance standards. To work with the clinical staff in developing appropriate changes in clinical practice and service delivery in line with the Divisional / Trust strategy. Analyse and act on information to proactively manage and maintain local and NHS operational standards.
Provide operational management support for Victoria Infirmary Northwich providing expertise, advice and guidance from a broad knowledge base to improve services by anticipating needs, planning and implementing change according to Trust plans and objectives, and the changing health needs. Develop and maintain systems and processes to establish and maintain effective communication, and confidentiality of information. Ensure compliance with Trust policies, procedures and guidelines for self and others, by taking action / alerting senior management team if practice appears to contravene policy, or if concerned about any aspect of patient care. Support departmental managers and head of nursing in achieving patient standards and clinical effectiveness including compliance against performance targets, quality standards, patient involvement, staff training, appraisal and education.
Lead on the development of full audit programmes to monitor compliance against agreed standards in specific areas. Continuously monitor standards by identifying risks, benchmarking, annual audit programmes are prepared and implement action plans to improve quality of services. Support the heads of nursing to ensure that lessons are learnt from issues arising from risk reports / complaints, etc. and that they are promptly and positively addressed.
Lead on the development and implementation of policies, procedures and guidelines related to the service and contribute to the development of other policies, this includes the Care Quality Commission (CQC) action plan. Represent Victoria Infirmary Northwich business matters as appropriate. Operate as a member of the Trust senior management team, taking accountability for the delivering of services at VIN, providing assurance as required. Act as a role model by demonstrating leadership and expertise, and by maintaining credibility within the site, the wider health care community and external agencies, ensuring a positive image of the Trust is maintained.
Develop and maintain systems and processes to ensure that work is appropriately prioritised and allocated, and that effective supervision is in place to support work delegated to staff. In conjunction with the Trust policy develop and maintain systems and processes to ensure that mandatory training and staff appraisals are completed comprehensively and timely. Support the heads of nursing by ensuring that recruitment, staff induction and orientation, and mandatory training take place according to Trust policy. Support the divisions by the effective use of resources, e.g.
staff budget, premises, equipment, supplies and materials. The post holder will take part in the senior manager on call rota. Ensure a healthy, safe and secure working environment, ensuring compliance with legal and regulatory requirements, maintaining accurate documentation and reporting any concerns. Develop and maintain systems and processes to ensure that learning leads are identified and met, and that all learning is planned, implemented, evaluated and shared in order to change and improve services according to changing health care needs.
