CURRENT OPPORTUNITY

We are looking for a talented individual to support the work of the GGGI Hungary Office in Budapest. The selected consultant will provide support to Hungary Office’s operations, projects and activities. Moreover, the consultant shall support activities related to project proposal development, communication and visibility, project support, project proposal development, resource mobilization, and general office and administrative management.

Besides supporting the Hungary Office through various tasks, the consultant is expected to support a key project of the office, the Urban Planning and Design for climate neutrality by 2030 (UP2030) European Horizon project. The UP2030 project’s overall objective is to support cities in driving the socio-technical transitions required to meet their climate neutrality targets, helping city stakeholders and local authorities put neutrality on the map of their communities in day-to-day actions and strategic decisions. GGGI Hungary is responsible for developing financing guidance – preferably in the form of a tool – for cities to upscale their climate actions. This includes:

  • conducting a needs assessment and mapping of financing tools, instruments and funding sources;
  • development of a guidance on cost-benefit analysis to help cities prioritize interventions in urban areas;
  • development of a financial guidance covering traditional and emerging solutions and how business cases can be developed to exploit them.

Besides the financial tasks, the Office is also the liaison for the city of Budapest, supporting their efficient and successful participation in the UP2030 project.
The consultant is expected to support the needs assessment, research and the development of both financing guidance “tools”.
Within the dual role of supporting the operations of the Hungary Office and the project UP2030, the assignment will include the following, but not limited to:

  1. In supporting the UP2030 project
  • Collaborate closely with senior consultants and project leads to understand project objectives, methodologies, and deliverables;
  • Conduct thorough research on financial instruments, case studies and tools relevant to urban climate action;
  • Research and analyze tools and methodologies available to conduct cost benefit analysis to provide inputs to the development of the CBA guide;
  • Support the development of tools, guidance, models and training materials;
  • Engage with stakeholders, including city officials, finance professionals, and subject matter experts, to gather insights and feedback for tool development and refinement;
  • Assist in the preparation of reports, presentations, and deliveries to document research findings, analyses, and outputs;
  • Ensure consistent quality across deliverables;
  • Identify issues and other operational factors which impact delivery of services and outputs;
  • Support the creation and publication of knowledge products in relation to the outputs of the project;
  • Stay updated on emerging trends, innovations, and opportunities in climate finance, sustainable urban development, and cost-benefit analysis methodologies.
  1. In supporting the Hungarian Office
  • Support the overall implementation of Hungarian Office projects and day-to-day office operations;
  • Contribute to GGGI’s project implementation (other than the project UP2030), support ongoing research, and, writing reports, policy papers, preparing presentations and producing research briefs and other briefing materials in the field of green growth and climate action strategies and plans;
  • Conduct research (including but not limited to systematic literature review) activities relevant to the climate action, green growth policy, finance and economics. The research activities may cover the following thematic areas: low carbon and climate resilient strategies, National Adaptation Plans (NAPs), green finance, e-mobility, energy efficiency in buildings, urban climate action, cost-benefit analysis;
  • Provide support to GGGI’s resource mobilization effort related activities such as the identification of potential resource opportunities, development of GGGI’s promotional material and project proposal development and acquisition;
  • Review, analyze and support the development and review of Long term - Low Emission Development Strategies (LT-LEDS) and NAPs;
  • Contribute to and support the communication strategy and activities of the Hungary office, including maintenance and communication through of the Office’s LinkedIn account.
  • Development of infographics and visualization of project and research results.
  • Participate in relevant workshops, meetings and events as needed to support the Office activities and implementation of the projects;
  • Seek opportunities to present lessons learned from the projects in the portfolio with external partners and engage in policy dialogue;
  • Support the creation of knowledge and development and publication of knowledge products;
  • Support planning and delivery of national and global workshops and conferences targeted to both internal and external audiences;
  • Support the establishment of partnerships with knowledge-based Institutes and International Organizations in the field of low carbon and climate resilient development research and knowledge sharing;

**The approximate sharing of the consultant’s time will be 60-40% on supporting UP2030 and Hungarian Office.
