DESCRIPTION OF WORK
The North Carolina Department of Health and Human Services (DHHS), in collaboration with our partners, protects the health and safety of all North Carolinians and provides essential human services. DHHS Information Technology (IT) Division provides enterprise information technology leadership and solutions to the department and their partners so that they can leverage technology, resulting ultimately in delivery of consistent, cost effective, reliable, accessible, and secure services. DHHS IT Division works with business divisions to help ensure the availability and integrity of automated information systems to meet their business goals. DHHS IT Division’s primary information technology services are Application Management, Project Management, Privacy and Security, Financial Management, Health Information Technology, Infrastructure and Service Management.
QUALIFIED APPLICANTS MUST POSSESS, AND APPLICATION MUST CLEARLY REFLECT WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:
- Advanced demonstrated experience with complex network and infrastructure solutions inclusive of switches, firewalls, Active Directory, endpoint security, DLP/Backup, wireless and VPN/remote access solutions.
- Advanced demonstrated experience working with Cisco switching (Nexus/Fabric/IOS) and Cisco and Palo Alto Firewalls.
- Strong working knowledge of network communication protocols, enterprise software, and architecture.
- Documented working knowledge of information security/cybersecurity frameworks and how they apply.
Management preference will be given to applicants with experience:
- Strong working knowledge of virtualized server environments (VMWare) as well as cloud solution technologies
- Ability to learn new hardware/software systems by studying available references.
- Experience with network and security incident management and implementing appropriate methods of response and resolution.
- Good management, organization, attention to detail, and problem-solving skills.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and three years of progressive experience in network engineering;
OR
Associate degree in Computer Science or an IT related field or a closely related field from an appropriately accredited institution and four years of progressive experience in network engineering;
OR
High School or General Educational Development (GED) diploma and seven years of experience in networking or related area;
OR
an equivalent combination of education and experience.

Responsibilities:
The position provides support, installation, configuration, security, testing, and maintenance of the network infrastructure including Cisco switches, firewalls, wireless, and layer 2/3 devices. Additionally, this position performs enterprise network planning, architecture and design, high-level troubleshooting, security, and network system administration. The Networking Engineer researches network products, services, and new technologies for improvement to the network or other technology solutions for the clinical and business functions of the facilities. The Networking Engineer performs analysis, assessments, makes recommendations, and develops product specifications.
Work involves the administration, configuration, and deployment of network hardware and software, associated servers, data protection/backup (on-premise and cloud) and related security systems. Technologies include Cisco ASA and Palo Alto firewalls, Cisco IOS/Fabric/Nexus, Meraki and other wireless devices, TACACS/Radius, Active Directory identity and other access control management solutions.
At the discretion of management, limited on-call and travel may be required.
