Job Summary
The Senior Manager, Human Resources Compliance is responsible for ensuring that CN’s human resources policies, procedures and systems comply with applicable laws and regulations, while promoting best practices within the organization. The role is accountable for the Human Resources (HR) Compliance team, developing the strategy and overseeing the management, governance and administration of programs and initiatives. Furthermore, the incumbent provides guidance to HR staff and managers across the organization. Acting as a Subject Matter Expert (SME) and leader, the incumbent advises and provides recommendations for changes based on best practice in close collaboration with various CN stakeholders.
Main Responsibilities

Conflict Resolution and Complaints Management

  • Oversee the resolution of internal conflicts and complaints that are escalated to HR compliance in Canada and the United States (U.S.)
  • Provide guidance to the HR field team and management on the resolution of conflicts and complaints not escalated to HR Compliance
  • Oversee the use of external service providers supporting the complaint resolution process in Canada
  • Track and report on all employment related complaints in the U.S. and Canada, including matters handled in collaboration with Legal
  • Handle sensitive or complex cases directly, including acting as an investigator or mediator when required

Employment-related legislative and regulatory compliance

  • Liaise with government agencies and ensure CN meets its legislative or regulatory commitments with respect to these agencies, including regulatory filings, reports, complaints, and audits
  • Establish working groups, advisory committees, and engage internal and external experts as necessary to ensure CN meets these commitments
  • Provide advice and recommendations on specific situations arising from these commitments
  • Participate in the appropriate committees and working groups at Federally Regulated Employers – Transportation and Communications (FETCO)
  • Keep abreast of emerging legislative and regulatory changes that may impact CN and liaise with internal stakeholders to prepare for that impact

Systems and processes

  • Oversee existing systems and processes that support Labour Relations (LR) specific tasks, such as the grievance tracking system (GTS), the performance assessment process system (PAP), and the HR complaints management system (HRCM)
  • Handle the administration of access rights, on boarding and support of users, and work with Human Resources Information Systems (HRIS) and Information and Technology (I&T) to implement enhancements, troubleshoot issues, and escalate defects
  • Optimize the use of existing systems and processes or develop new ones in order to improve reporting and metrics and enable data-driven decision-making
  • Collaborate with teams to document and reinforce internal processes

Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday and is eligible to participate in CN’s flexible work policy. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress.
Requirements
Experience

Human Resources Management

  • Minimum 15 years of experience in HR within Canada or the U.S.

o Demonstrated experience in labour regulations and interacting with regulators
o Experience leading a team

Education/Certification/Designation

  • Bachelor’s Degree in HR, Administration or equivalent
