OFFICE OF THE CITY MANAGER DEPARTMENT SENIOR MANAGER (PROGRAMMES) REF NO: 10100014 STRATEGY AND INTEGRATED DEVELOPMENT PLANNING DIRECTORATE CORPORATE POLICY DIVISION Total Value of Remuneration Package R1 499 461.00 / R1 918 074.00 pa Grade: 17   Key Responsibility Areas:    • Strategically positions eThekwini Municipality as a leading policy driven NEPAD City.  • Builds provincial, national and international knowledge learning networks around city development strategies and policies.  • Maintains intelligence on international, continental, national, provincial and municipal policy, legislation and regulation as well as best practice and trends and advises the Head on the impact  of and appropriate policy responses.  • Drives the development, monitoring and review of the long-term planning initiatives (30 year100 year) that aim to embed sustainability within the Council.  • Manages the development and annual review of the Municipality’s Integrated Development Planning (IDP) process.  • Provides continuous mentoring, training and developmental capacity building support to subordinates involved in managing the City’s strategic planning process.  • Assumes responsibility for the establishment of the Units Strategic Research and Policy Agenda.  • Manages the co-ordination of the public participation process of local stakeholders that are impacted on by strategic planning projects.  • Co-ordinates and manages the compilation of data and statistical information.  • Represents the Unit internally to Council and externally as required by the Unit. • Ensures regular reporting on policy projects and activities of the Unit to the Head and management of the Council.  • Provides strategic management oversight of capital and operating budgets for specific strategic socio-economic and policy formulation projects.    Competencies:  • Organisational Awareness/ Political.  • Planning and organising.  • Information measuring and monitoring.   •Monitoring and reporting.  • Information management.   • Interpersonal relationships.   • Service delivery orientation.   • Problem solving.   • Change readiness.   • Resilience.   • Team orientation.   • Strategic capability and leadership.    Essential Requirements: • Bachelor’s Degree (NQF Level 7) in Development studies or Social Sciences or Urban Development or any other related and equivalent qualification.  • Valid motor vehicle driving license. • 6 years relevant experience of which 2 years must be at management level.    Preferred Requirements:  • Postgraduate qualification (NQF Level 8) in Development studies or Social Sciences or Urban Development or any other related and equivalent qualification.  • 7 years relevant experience of which 3 years must be at a management level.
