Key Responsibility Areas • Manages and controls the administrative functions in terms of statutory legislation and Council policies.  • Manages regular audits of workplaces, all vehicles, plant and equipment and analyses technical specifications.  • Liaises with the public, other Municipal Departments and outside organisations and provides training and presentations to outside organisations. • Manages and produces capital and operating budgets.  • Manages and ensures compliance of occupational safety in terms of the Occupational Health and Safety Act, Act 85 of 1993.  • Undertakes planning and gives input into visionary development for the fastest growing Metropolitan area.  • Provides input into the educational programmes run by the Education Section.  • Promotes employment opportunities, education, upliftment of communities and minimization of waste.  • Manages the performance and conduct of subordinate staff and maintains sound labour relations in all areas of control.  • Manages and controls Waste Contractors. • Deputises for Deputy Head Operations. The eThekwini Metropolitan Municipality is a metropolitan municipality, created in 2000, that includes the city of Durban and surrounding towns. eThekwini is one of the 11 districts of the KwaZulu-Natal province of South Africa.
