Position Overview Arlo is in search of an Insider Threat Program Analyst position in support of the OUSW I&S CL&S Support Division. This resource will be developing and maintaining security and insider threat performance measures, determining appropriate metrics, methodologies, tools, and procedures in support of DoW Security and Insider Threat policy team. Work Location: Arlington, VA (Pentagon) – Onsite 3-4 days a week Clearance: Active TS/SCI Job Responsibilities and/or Success Factors I Collaborate daily with DoW Components, the IC, and the National Insider Threat Task Force (NITTF) to identify, develop, and track resource requirements across the DSE and InT enterprise. Support the collaboration and facilitation of the development and maturation of the DoW Counter InT Program and ensure DoW Components’ compliance with DoW policy and alignment of National Security ideology. Develop, align, and implement security and InT guidance and two DoW-level policies to support executive decision-making and the PPBE process continuously throughout each performance year. Ensure security and InT strategic documentation, technical capabilities, and resource allocations align with DoW and national policy and guidance. Develop and maintain up to twelve security and InT performance measures, determining appropriate metrics, methodologies, tools, and procedures per year. Develop up to twelve tracking tools, matrices, and templates per year to efficiently analyze data, identify trends, and track actions to resolution. Monitor the implementation and performance of the Defense Insider Threat Management and Analysis Center, DoW Components’ InT capabilities, and the DoW InT Program against appropriate DoW and national standards on an ongoing basis. Support the DoW security and InT policy and oversight processes, including policy development, rewrites, comment adjudication, formal coordination, and resource assessments (up to twenty-four per year). Support the development and distribution of security and InT training on a monthly basis. Support DoW InT Program Director in tracking tasking orders and objectives for the Counter-InT program. Required Qualifications Must have an active TS/SCI clearance. Bachelor's degree in a related field from an accredited university/college. Minimum 5 years of combined Joint, Interagency, OSW or Service Headquarters experience performing work with the Cyber Mission Force (CMF) or the Signals Intelligence (SIGINT) community. Minimum 5 year of experience managing cyber manpower initiatives; coordinating programming and budget issues; preparing manpower and workforce products (i.e., executive briefs, decision papers, information papers, talking points, analysis, etc.); and representing senior leadership in cyber operations.
