Position Summary
Under the general direction of the Department of Justice (DOJ) Financial Manager, this position is responsible for independently providing a broad range of complex program and financial auditing, reviews, and accounting services to all the department’s operations. These responsibilities include overseeing the Accounts Payable operations, managing the department’s grants coordination, submitting the Annual Comprehensive Financial Report (ACFR), reviewing and developing the department’s internal control plan and policy and procedures, reconciling and analyzing general ledger transactions, trial balance, and clearing accounts, and providing training to other Accountants, Financial Specialist, and division staff. This position requires the knowledge and application of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) and Federal OMB Circulars. This position requires professional training in accounting or auditing and requires a bachelor’s degree in these areas or commensurate experience and training.
This position is responsible for performing complex financial calculations; performing accounting analysis; managing and maintaining DOJ financial data and the development and preparation of the department’s financial statements in accordance to GAAP across three funds and numerous appropriations. This position is actively involved in the analysis, development and implementation of procedures to ensure the most efficient, effective and economical implementation of work plans and/or procedures. DOJ’s biennial budget is around $200,000,000. DOJ is the recipient of over 55 grants from federal, state, and private organizations and totaling more than $65,000,000.
Salary Information
The Accountant Advanced position is in pay schedule and range 07-02. The starting pay will be between $41.20 - $44.70 /hr. Pay for current or former state employees will follow the provisions found in the State of Wisconsin Compensation Plan. A 12-month probationary period may be required. This position may be eligible for an add-on of $1.00 per hour to the base pay rate for an active License as a Certified Public Accountant (CPA).
Job Details
This position may be eligible to work 100% remotely after successful completion of training period. This position may be required to report to the headquarters in Madison occasionally, including reporting on multiple consecutive workdays if needed. Travel to the headquarters is not eligible for travel reimbursement.
The Department of Justice does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Qualifications

Minimally qualified applicants must meet all the following qualifications:
A bachelor’s degree in accounting, finance, or related field OR four to eight years of equivalent experience in the accounting or auditing filed.
Experience auditing and reconciling a variety of financial accounts and transactions.
Experience performing accounting functions related to purchasing fiscal transactions (e.g. accounts payable/receivable, invoicing, purchase orders, reimbursements, auditing funds, journal vouchers, general ledgers, etc.)
Experience interpreting and applying fiscal and procurement regulations and accounting policies and procedures such as Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS) or Federal OMB Circulars.
In addition to the minimum qualifications, a well-qualified applicant will have a combination of the following:
Experience performing financial duties in a public or non-profit setting.
Experience developing and implementing fiscal policy and procedures.
Experience Managing and overseeing grants management.
Licensure as a Certified Public Accountant (CPA) it must be in good standing and active.
