AGENCY DESCRIPTION:

Agency on Aging Area 4 (AAA4) is a Joint Powers Authority (a Public Agency with non-profit status) formed between the counties of Nevada, Placer, Sacramento, Sierra, Sutter, Yolo, and Yuba to provide a system of supportive services for persons 60 years of age and over. AAA4 funds and monitors a variety of programs for older adults in a seven-county planning and service area with funding received under the Older Americans Act. AAA4 is one of 33 area agencies in California designated by the State to develop, coordinate, and fund programs designed to help older persons maintain their health and independence.

PROGRAM DESCRIPTION:

The Fiscal Department of AAA4 is responsible for budgeting and oversight of both the direct services provided to older adults and those services which are operated by community-based organizations under subcontracts with the Agency. The Fiscal Department ensures that all monies awarded to and through AAA4 are accounted for in a manner compliant with Federal and State accounting requirements.

POSITION SUMMARY:

Under the direction of the Controller, the Accountant is responsible for the development and monitoring of all contracts and programs delivered or funded by the Agency. The Accountant is the liaison with funding sources and funded partners, works closely with program staff, and is an integral member of the Fiscal Team.

Responsibilities

Accounting

  • Work with other AAA4 staff and Funded Partners to ensure that all required fiscal documentation is completed in a timely manner in order to initiate, maintain, and closeout each provider contract
  • Assist other AAA4 staff and Funded Partners with the development and monitoring of provider budgets and revisions
  • Process/Approve Funded Partner Budgets, Monthly Financial Reports (MFRs), and Requests for Funds (RFF’s)
  • Monitor Funded Partner expenditures and revenue in comparison to the approved budget and perform variance analyses
  • Advise other AAA4 staff regarding fiscal concerns relating to their programs
  • Provide fiscal support and training to Funded Partners as needed
  • Oversee/Prepare monthly “Expenditure Reports” and “Request for Funds” for submission to the California Department of Aging (CDA) and various other funding agencies
  • Prepare various monthly/periodic journal entries as required
  • Assist the Controller in the ongoing internal review of the Agency’s financial records and make recommendations for improvements
  • Assist the Controller in maintaining the accounting database through account set-ups, distribution tables, budget data, etc.
  • Participate in RFP process, annual county match requests, prepare award letters, and other duties as needed

Fiscal Monitoring/Contract Resolution

  • Establish and maintain a system for monitoring of all Funded Partners
  • Develop procedures for conducting fiscal assessments of all Funded Partners
  • Review and audit MFRs for compliance on matching funds and in-kind requirements
  • Reconcile Funded Partners’ closeout expenditures
  • Monitor monthly contract balances and reporting of expenditures to various funding sources
