MINIMUM AND ADDITIONAL REQUIREMENTS

State Minimum Requirements: A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor’s degree with multiple accounting courses may be substituted for the required work experience.
Agency Requirements: Strong aptitude for managing and maintaining a professional level budget practices, with strong accounting knowledge and emphasis on financial accounting, recordkeeping, and knowledge of purchasing and procurement policies with state government. Balancing the budget is required

Responsibilities

RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • Manages and monitors PSO’s Budget. Analyze and prepare monthly forecast including but not limited to, monthly cost reports of expenditures and submit them to the DMH Budget office by designated deadline. Performs related functions to ensure funding is distributed accurately, timely and all fiscal aspects of the budget are maintained.
  • Creates shopping carts, track purchase orders, and submits invoices and travel vouchers to DMH Accounts Payable for processing in a timely manner. Create and submit IDTS as needed. Create bills and prepare detailed invoices monthly for services rendered to outside entities, maintain and credit the account as payment received and ensure the accuracy of services and payments are reconciled. Corresponds with vendors for any discrepancies and corrects accordingly to ensure compliance with DMH DOFS policies and procedures, state and federal laws, rules and regulations.
  • Manages, monitors and tracks PSO contracts. Responsible for preparing, reviewing and submitting contracts to DMH Contracts review and approval process. Prepare, determine, and identify the requirements, scope of work/specification for any contracts or services requiring a competitive bid following DMH and state procurement policies and process. Maintains tracking to reflect status of contracts and generates renewals by fiscal year-end deadlines.
  • Monitors account funds and coordinates with DOFS to ensure funds are available and properly distributed as needed. Facilitates journal entries (JE) for program budgets, aligns funding gaps and communicates with DOFS to ensure BTR and JE’s are submitted accurately and timely.
  • Responsible for keeping separate functional and funding cost information for all services and payments involving officers assigned to SVP. Ensures PSO is being accurately reimbursed for all related expenditures and is being processed with the correct costing information.
  • Creates and monitors a tracking system for the use of PSO to inventory equipment and supplies for accountability.
  • Responsible for preparing reports on cost allocations, revenues, and expenditures, availability of funds, levels of financial obligation and budgetary variances as it relates to meeting and maintaining any Commission on Accreditation for Law Enforcement Agencies (CALEA) standards.
    Perform special projects and/or other related duties as assigned.
