QUALIFICATIONS:

  • Educated to degree (SCQF level 9) or equivalent; and
  • Possess a recognised professional accountancy qualification.

KNOWLEDGE AND EXPERTISE:

  • Demonstrable knowledge of Financial management and accounting in Further Education or other Public Sector organisations;
  • Operational knowledge and system administrator knowledge of the College’s computerised financial system;
  • Knowledge of the financial reporting requirements of the Scottish Government (FReM), Office of the Scottish Charity Regulator and Scottish Funding Council accounts direction.

    Skills and Competencies:

  • Highly developed financial management and accounting skills;

  • Effective management and communication skills;
  • Ability to manage staff, systems and processes across the College and build and maintain strong working relationships with key internal and external stakeholders; and
  • Ability to analyse and problem solve.

EXPERIENCE:

  • Evidence of appropriate post qualification professional development;
  • Experience in financial management, accounting and reporting; and
  • Experience of development of financial skills in non-financial stakeholders, in particular budget holders.

Responsibilities
  • Assist in preparation of, and consultation with budget holders on, the annual budget for Glasgow Kelvin College and in reporting to the Financial Control Committee;
  • Assist in preparation of the College annual accounts and facilitation of the annual audit in compliance with current professional accounting standards;
  • Liaise with External and Internal Auditors where required;
  • Assist in the preparation of regular financial forecasts, financial resource returns and other financial planning information and returns which may be required by stakeholders such as the Scottish Funding Council, Scottish Government, Big Lottery, Glasgow City Council and Office of the Scottish Charity Regulator;
  • Assist with the preparation of reports to the Audit Committee and Financial Control Committee of the Board of Management;
  • Assist in the development and implementation of robust management accounting processes and procedures which meet the information needs of the Board of Management , its Standing Committees the College’s Strategic Managers and the Scottish Funding Council;
  • Monitor, with budget holders, College expenditure, particularly staffing costs, on a routine and systematic basis in accordance with established timetables;
  • Provide advice and guidance to budget holders and other colleagues in respect of financial procedures;
  • Respond to financial queries from budget holders and other stakeholders as required;
  • Efficiently and effectively use, develop and assist in the management of the College’s computerised financial system and other related systems;
  • Assist in management of the College’s cash flow, ensuring all income due to the College is invoiced and collected in a timely manner;
  • Maintain the College asset register and monitor the capital expenditure plan;
  • Supervise the Purchase Team in maintaining P2P accruals and the Sales Team in managing and reporting on College debtors;
  • Supervise finance assistants in the Sales Team and Purchase Team in the absence of the Finance & Student Funding Manager;
  • Assist the Finance & Student Funding Manager and Finance Assistants with their daily workload during periods of high activity, in particular enrolment;
  • Prepare ad hoc financial reports or complete project work in pursuit of the financial objectives of the College as requested by the Senior Accountant; and
  • Deputise for the Senior Accountant as and when required.
