Responsibilities

ABOUT THE ROLE

We are looking for an experienced Project Accountant who is a problem-solver, self-starter, and team player, with strong relationship-building and communication skills who wants to join our fantastic Finance department in the Capital & Projects team, Corporate Finance.
In this evolving and developing role you will responsible for capital related projects, working with services to improve the Council’s capital project governance and working with Finance professionals, Project Managers and Project Management Office on capital related projects to plan, manage and deliver an ambitious capital programme and savings and investment programme. This will be done by advising on business cases, providing financial analysis and options appraisal or modelling. You will also be supporting with procurement contracts to determine value for money, playing a key role in the Council’s Capital Strategy.

Key responsibilities of this role include:

  • Supporting on business cases and the decision making process, providing financial analysis and options appraisal and modelling to determine value for money.
  • Supporting in the delivery and reporting of the Savings and Transformation programme including financial modelling and reporting.
  • Supporting with the financial evaluation of tenders or procurement contracts to ensure compliance with processes and legislation and to determine value for money.
  • Supporting in improving project management processes and governance following CIPFAs recommended methodologies e.g. Green Book and Better Business Case practices.
  • Supporting with the capital approval process, the capital budget setting and Medium Term Financial Strategy (MTFS) 4 year programme process, the monthly capital budget monitoring process and reporting to Cabinet, and providing expert advice on managing the capital funding and financing processes.
  • Working closely with accountants to account for asset management of property, plant and equipment on the Council’s balance sheet.
  • Reviewing and having an awareness of changes in legislative, statutory requirements, national guidelines and best practice (CIPFA and Council) that may impact any element of the role or Capital Accounting
