JOB SUMMARY:

Coordinates accounting operations to ensure accuracy, efficiency, and compliance. Provides daily operational support for general fund and special revenue fund. Manages district revenue and related expenditures for various federal and state grants, and certain other restricted resources. Supports financial reporting for monthly, year-end, and ad hoc requests. Collaborates closely with the Managing Financial Services Officer and Assistant Director for Financial Services, delivering accurate financial data and insights to support decision-making. Provides training and user support for school and department staff use of financial software and systems. This position is also responsible for maintaining and reconciling general ledger balance sheet accounts, preparing mandatory financial reports, performing complex financial analysis, and supporting additional Finance Department initiatives as assigned.

  • Bachelor degree in accounting, finance, or closely related field is required; Certified Public Accountant (CPA) license, advanced accounting degree, and/or government accounting certification preferred.
  • Progressively responsible experience for three years or more in managing and analyzing accounting and business systems, or any combination of experience and training that provides the required knowledge, skills, and abilities; public accounting experience preferred.
  • Must possess the education or training to perform and acquire knowledge of:

    • Generally Accepted Accounting Principles and Procedures (GAAP)
  • Generally accepted government auditing standards
  • Oregon Budget Law
  • Considerable knowledge of information systems applications as related to financial operations
  • Public administration management, financial policy development
  • Analysis principles and practices

Responsibilities

MAJOR RESPONSIBILITIES AND DUTIES:

  • Special Revenue & Grant Accounting
  • Reconciles and maintains revenue and expense for all grants; prepares claim sheets, billing, journal entries, supporting documentation, and additional fiscal reports including federal single audits; prepares labor distribution changes and grant closeout functions.
  • Reconciles and maintains A-133 report and the Schedule of Expenditure of Federal Awards to support the Comprehensive Annual Financial Report.
  • Coordinates with grant managers to ensure that grants are in compliance with district and board policies. Reviews grant contracts, award letters, and other grantor provided resources to ensure all fiscal requirements are met.
  • Aligns working budgets with grant manager narrative spending plans. Provides regular fiscal reporting and support to grant managers.
  • Reviews and supports accurate and timely financial reports on grants for internal management purposes.
  • Manages student activity and donation funds to ensure proper use and reporting of funds.
  • General Accounting and Reporting
  • Monitor financial data to ensure compliance with accounting standards as well as pertinent laws, policies, and procedures. Ensure record keeping systems support accurate financial reports.
  • Prepare journal entries for balance sheet and operating accounts.
  • Provide assistance on accounts and balances.
  • Support the annual audit and Annual Comprehensive Financial Report by preparing work papers and providing items requested by the auditor.
  • Maintains an up-to date knowledge of federal, state, local and other funding source compliance, regulations, and laws, including Oregon Department of Education (ODE) Program Budgeting and Accounting Manual.
  • Support complex fiscal analysis and reporting on the District’s fiscal condition; prepare administrative and fiscal reports, correspondence, and other administrative documents.
  • Monitor district financial internal controls through policies , procedures, and guidelines. Identify weaknesses in internal control, evaluate risks, propose solutions, and implement solutions.
  • Support training for district staff in financial systems, procedures, budgets, and fund management to ensure the integrity of accounting data and access to accurate information.
  • Provide technical support for user setup and configuration for financial software.
  • Provide financial analysis and support for special projects as assigned.
  • Ensure prompt deposits and monthly reconciliation of bank accounts.
  • Provide day-to-day support when necessary for financial services functions, including accounting, payroll, purchasing, cash receipts, accounts payable, grants management, student body accounting, cash handling, budgeting, and audit preparation, ensuring consistent compliance with all policies and regulatory requirements.
  • Supervise staff and provide evaluations as assigned.
  • Perform other related duties as assigned.
