Accounts Officer, HSIP | PATH * Commencement: August 2026 * Up to 30 June 2028 * Port Moresby based, Papua New Guinea * Stationed at NdoH * Open to PNG nationals only About the Program The PNG Australia Transition to Health (PATH) is a six-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions. Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG. PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership. PATH’s end of investment outcomes (EOIO) are: 1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces. 2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces. PATH’s intermediate outcome (IO’s) are: PHA Leadership, Women in Leadership and Essential Health Services. PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program. About the Opportunity The Accounts Officer will be responsible for carrying out a range of financial and accounting activities in line with the; * International Best Practices * PNG’s Public Finance Management Act * Periodic Finance Instructions (issued from time to time) * Development Partners specific requirements. Key accountabilities The Accounts Officer will be required to carry out a range of financial accounting activities which may involve directing and supervising accounts staff on matters pertinent to the operation of the HSIP Accounts section. This will include but not necessarily limited to the following: * Use the Integrated Financial Management System (IFMS) to record and report on transactions. * As the Accounts officer review all payments and ensure they comply with the financial management requirements, general orders and other government laws and regulations. * Liaise with bank and ensure Bank Account Authorities and Specimen signatures are maintained and notify the bank in a timely manner in case of any changes. * Manage daily and monthly Bank Reconciliations for HSIP Parent Trust bank accounts. * Preparation of financial reports. * Supervise the cheque printing room and all related functions and processes. * Supervise the maintenance of the following registers: * Inward correspondence register * Outwards correspondence register (Stamp Register) * Attendance register * Fixed Asset register * Complete capacity development activities as directed by the Executive Manager Corporate Services which may include the following: * On the job training, coaching and mentoring of NDOH finance staff and Program managers. * Identify opportunities to improve financial processes, which includes the development of new financial procedures. * Preparation of procedural documentation and manuals. * Contribute to workshops and formal training activities as required. * Identify and communicate any fraudulent activity to the HSIP Financial Controller and HSIP and Governance Adviser. * Other duties as allocated by the Financial Controller or the EM Corporate Services will include: * Internal Revenue Commission (IRC) returns * Assist in External Audit and prepare the action plan for audit recommendations * Advance Management and Acquittals * Asset Management * Perform year end activities for close of accounts. Key deliverables The expected outcomes are: * Provide the role of the Senior Examiner for HSIP as per the PFMA: as demonstrated by an unqualified audit. * Provide effective financial management activities of the HSIP parent account as required by PFMA, HSIP Trust Instrument and HSIP Manual of Procedures: as demonstrated by * Provide monthly status reports to the HSIP Financial Controller * Cash fund management which includes reviewing bank reconciliations * Ensure monthly financial reporting to management is provided * Timely review of all payments and ensure full compliance with the relevant laws, regulations and financial procedures * Effective internal and external working relationships: as demonstrated by positive feedback from EM Corporate Services, HSIP Financial Controller, program managers HSIP and Governance Adviser and relevant development partner representatives. * Effective management of the HSIP accounts and IFMS team: as demonstrated by timely disbursement of funds to stakeholders to meet Annual Implementation Plan activities. * Provide high-quality Monthly Reports (through the HSIP Financial Controller) to the EM Corporate Services and other stakeholders as required Working Arrangement and relationships The Accounts Officer will report to the Financial Controller, HSIP and will have working relationships with: * HSIP accounts staff * Program managers * NDOH finance staff and * External partners About You For applications to be considered, a response to the key selection criteria below must be provided. * Tertiary qualifications in Accounting, Business Management or related discipline. * Minimum of 5 years in a senior accounting role, preferably with experience in the government sector and a good understanding of PFMA policies, procedures and systems. * Demonstrated understanding of the PNG Health sector will be an advantage. * Comprehensive working knowledge of Microsoft Excel with demonstrated analytical skills and use of financial reporting tools. * Good written communication skills with demonstrated experience of preparing high quality financial reports for senior management. * Effective time management, with proven delivery of activities and reports on schedule * CPA or working toward achieving CPA qualification will be advantageous * Experience in working with gender-based health programs and initiatives to support role of women will be highly regarded * Demonstrates high level of commitment, good team builder and maintains sound professional behaviour. * Team player with demonstrated interpersonal skills and ability to build networks and work collaboratively as part of an effective team. * Consistently approaches work with energy and a positive, constructive attitude. * Promotes Equity, Inclusivity and Diversity. to Apply * Applicants must strictly address the Key Selection Criteria (About You) in his/her cover letter when submitting his/her application online, along with his/her CV as a single document. * Applications must be submitted personally by individuals only.
