Innovating today, Leading tomorrow.” Functional Description: Supports and drafts program milestone related documentation to ensure compliance with all aspects of the DoD and SECNAV 5000 series directives. Supports the development of program acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, Contract Data Requirements Lists (CDRLs), and Acquisition Program Baseline Agreements (APBA). Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards. The Acquisition Analyst will be a member of the Acquisition Team and apply best practices to ensure compliant, timely, and accurate documentation utilizing the Adaptive Acquisition Framework for acquiring E-130J aircraft managed by PMA-271. Duties and Responsibilities: As an Acquisition Analyst, you are responsible for key acquisition functions in coordination with PMA-271 senior management. This position would be responsible directly to the PMA-271 Acquisition Lead. Specific functions performed by the incumbent are: Provide PMA MDAP information requirements status tracking, routing, and maintain configuration control of approved documentation. Support data gathering for MDAP reporting, assessments, and gate reviews. Maintain configuration control of final released official information. Ensure implementation of acquisition best practices across the PMA related to MDAP development and execution; and procurement package development and coordination in the Acquisition Management System (AMS) Procurement Management Tool (PMT) - as a future planned action until contract award. Support the build of PID package requirements requiring PM approval (acquisition plans, sole source justifications, certificates of urgency, etc). Route, track, and maintain configuration control of PM approved acquisition documentation related to procurement. Ensure timely scheduling and facilitation of PMA Procurement Planning Conferences (PPC) and Procurement Planning Agreements (PPA) approvals. Monitor and report to the PPC Chair PPA deviations. Assist the IPTLs in establishing, monitoring and tracking their projects in AcqMat and APHM. Responsible for PMA PMT procurement status reporting to leadership, to include specific tracking of PMA top procurement actions. Support the teams in briefing their projects through APHM and AMS Visualizations in leadership meetings. Serve as the PMA AMS PMT subject matter expert and provide tool permissions. Provide recommended updates to the PMA acquisition guide and acquisition training to the PMA. Provide guidance to the PMA related to the management of programmatic and acquisition documentation related to the application of existing and new acquisition policy and guidance. Coordinate, review, staff, and track Government evaluation and assessment of Contractor performance for the program office via the Contractor Performance Assessment Reporting System (CPARS). Assist IPTLs in preparation and submission of assessments through CPARS. Required Experience: 3 – 10 years of combined experience performing duties described in the functional description with at least 3 of those years demonstrating experience supporting the development of program acquisition documentation such as Procurement Initiation Documents (PID), Statement of Work (SOW), and Contract Data Requirements Lists (CDRLs). Desired Experience: Minimum of 3 years’ experience using NAVAIR Acquisition Management System (AMS) Tools. Experience in MS Teams, Adobe Acrobat, and SharePoint. Education Requirements: BA/BS degree from an accredited college or supplemental experience is required.
