Position Summary Odyssey Systems has an exciting new opportunity for an Acquisition Specialist supporting the Naval Health Research Center (NHRC) – San Diego. NHRC optimizes the operational readiness and health of our armed forces by conducting research, development, testing, and evaluation to inform Department of Defense (DoD) policy. Responsibilities Duties include, but not limited to: Military Medicine R&D Acquisition Strategy and Planning support - Contractor will assist Government staff with coordination with various US Government contracting agencies to utilize existing contracting vehicles for medical R&D, as well as advisement on innovative contract vehicles that meet the specific needs of military medical R&D requirements. This includes reviewing and advising on compliance with applicable Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations, (DFARS), as well as other Code of Federal Regulations (CFR), Department of Defense Financial Management Regulations (DoD FMR), Department of Defense (DoD) or Secretary of the Navy (SECNAV) regulations and directives. Requirements Package Preparation - This includes, but is not limited to: advising on Simplified Acquisition Procedures (SAP), reviewing initial package submission, preliminary market research, determining Small Business Administration set aside requirements, reviewing the General Services Administration (GSA) and other required sources of supply, assisting with Federal Supply Schedule (FSS) vs Open Market and Sole Source considerations, drafting Market Research Memo (MRM), Determination of Findings (DOF), Sole Source Justification (SSJ), Unrestricted Award Determination, Small Justification & Approval, NAICS code and Product Service Code (PSC) determination, and severability recommendations. Drafting solicitation documentation, reviewing and compiling data from submitted quotes, ensuring System of Award Management (SAM) registration and current standing for vendors, as well as assist with other pre-award activities as necessary. Contract Award Preparation – This includes, but is not limited to: drafting Business Clearance Memorandum (BCM), reviewing documentation and files for Government review, and draft up contract in Electronic Procurement System (ePS). Post-Award Preparation/Contract Administration – This includes, but is not limited to: assist with preliminary invoice review and pre-approval, track billing, funding, and ensure all tasks/services/deliveries/required documentation are within scope of contract. Track invoice status and payment in Wide Area Work Flow (WAWF) through the performance of the contract. Follow up with vendors on issues and coordinate as needed between vendor and end user (Government). Contract Closeout - This includes, but is not limited to: assisting with the reconciliation of supporting documents such as invoices, Proof of Delivery (POD), and Report of Inventions and Subcontracts (DD Form 882s). Draft closeout of contract in Procurement Integrated Enterprise Environment (PIEE). Once completed, perform final file audit to ensure compliance and necessary documentation is saved. Qualifications Minimum Required Qualifications: Citizenship: Must be a US citizen Clearance: Current Secret clearance preferred (ability to obtain upon hire if not current). Education: Undergraduate degree OR a minimum of 1 year experience in federal contracting Experience: Understanding of contract pre and post-award process in a federal contract setting (prior role in Contract Specialist, Procurement Specialist, or similar preferred), previous contract writing system experience or ability to learn ePS, general understanding and knowledge of FAR and DFARS, working knowledge of Microsoft Office and ability to learn other systems and tracking tools as needed.
