SAIC's Horizon program is seeking an Acquisition Support Specialist to join the U.S. Space Force team delivering warfighter capability via the Space Systems Command's Space Combat Power portfolios working in El Segundo, CA. You will be a part of the team responsible for developing and delivering capabilities to Space Force cyber operators and will provide Acquisition and Program Management Support to multiple rapid research and development efforts aimed at designing and delivering critical cutting-edge components of a Service cyber architecture. The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with the Department of Defense major capability acquisition process. Horizon team members provide systems acquisitions and program management support on various capability development programs that are intended to protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government throughout the full lifecycle of systems acquisition processes that enable in most instances, rapid fielding to meet warfighter needs. Fun stuff on the job you will do: Provide expert advice to the Senior Program Director, Program Managers, and support staff regarding acquisition strategies, contracting, budgeting, and execution Provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports Support development of acquisition plans for cyber and electromagnetic technology programs Provide contracting assistance to technical personnel involved in development of performance work statement, statement of work, or data deliverable requirements for variety of pre-award and/or post-award procurement actions (e.g., Requirement, SOW, CDRLs, Incentive Plans, etc.) Develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping Develop documents and briefings to communicate status, recommendations, and approach Support the Contract Officer Technical Representatives (COTRs) and developers by coordinating with other acquisition domain SMEs and program stakeholders to develop, modify, and maintain contract documentation (eg: award fee, period of performance extensions, admin modifications, etc.) Assist with contract negotiation, price reasonableness determination, administration, and termination procedures Draft technical evaluations and function as an advisor in source selections Provide technical and programmatic assessments of contractor designs and milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements Monitor & evaluate contractor performance for compliance with contract terms/conditions & ensures timely submission of contract deliverables Review Contract Data Requirements List (CDRL) deliverables to ensure content, accuracy, and sufficiency to meet program requirements and objectives Participate in program management reviews, technical evaluations / interchange meetings, prepare periodic status reports, coordinate and execute staff meetings, and develop acquisition plans, schedules, and executive program briefings This is you: Bachelor’s degree in business management or equivalent business-related discipline and fourteen (14) or more years in government weapon systems acquisitions and program management and, or Contracts management within the Department of Defense Experience with Department of Defense Major Capability Acquisition System, Intelligence Community acquisition and contracting processes Experience with Planning, Programing, Budget and Execution process Excellent interpersonal, leadership, programmatic, and problem-solving skills Strong briefing and writing skills A demonstrated ability to be effective in a fast-paced, dynamic, and energetic environment Experience developing acquisition strategies and plans for major programs Must have an in-scope security background investigation (T5), adjudicated for SCI eligibility and enrolled in the Continuous Vetting program (if applicable) Must be willing to be nominated for access to Sensitive Compartmented Information and, or other compartments; and consent to a polygraph examination Desired Skills: Master Degree in Business Management, technical management, and/or engineering Professional certifications (eg: PMI PMP) Experience in the National Security Space and, or the Space Control mission area
