POSITION SUMMARY

Works under the general supervision of the Town Clerk or Assistant Town Clerk, in absence of Town Clerk. Employee works independently. Setting own daily work plan and choosing between appropriate courses of action to achieve defined objectives. Unusual cases are referred to supervisor.
Performs varied and responsible record keeping and clerical duties which require the use of independent judgment and analysis.
Highly skilled administrative, secretarial and record keeping work of and transactions in the Town Clerk’s Office; all other related work, as required.

PHYSICAL REQUIREMENTS

Minimal physical effort generally required in performing duties under typical office conditions. Position requires the ability to operate a keyboard and standard office equipment at efficient speed. The employee is frequently required to use hands to handle controls, and reach with hands and arms. The employee is frequently required to sit and talk and hear. Employee may be required to climb ladder to access files/documents or books in vault. Specific vision requirements include close vision and distance vision.

KNOWLEDGE, ABILITY AND SKILL

Knowledge. Thorough knowledge of office practices and procedures. Working knowledge of municipal operations and functions. Knowledge of MS Office.
Ability. Ability to organize clerical records and to prepare reports from the same. Ability to operate various types of office equipment, including a computer. Ability to work effectively under time constraints to meet deadlines. Ability to maintain confidentiality of records. Ability to deal effectively and cooperatively with public and outside organizations. Ability to type at efficient speed.
Skill. Accuracy and aptitude for working with details is critical. Skill with typing and computers. Skill in data entry.

EDUCATION & EXPERIENCE

Four years of responsible secretarial, office or clerical work experience, with responsibilities in the use of office equipment, office procedures, computer applications, word processing, correspondence, data entry, reports, file and document maintenance, record keeping, bookkeeping, financial records, invoices, spreadsheets, forms, phone communication and customer service. High school diploma or GED required.
A Masters degree may be substituted for 3 years of the required work experience.
A Bachelor’s degree may be substituted for 2 years of the required work experience.
An Associate’s degree may be substituted for 1 year of the required work experience.

Responsibilities

Responsible for all clerical and secretarial duties pertaining to the Board of Registrars. Acts as departmental contact person for all outside agencies and vendors. Keeps records of all minutes of Registrars meetings. May be required to take and transcribe dictation or type original correspondences.
Processes mail; answers phone and counter inquiries; certifies signatures on nomination papers, petitions, etc.; registers new voters; answers requests for Street Listing books, mails books, deposits monies collected for books.
Prepare and conduct off-site voter registration sessions throughout the Town. Prepares necessary papers for recounts of elections; works all elections. Conducts training sessions for all seasonal election workers. Process and prepare post elections audits (manual) and training (including all poll workers) as required through the Secretary of State’s office such audits are critical and time sensitive.
Operates State Census/Voter/Registry of Motor Vehicle Registration Program, updating information, preparing disks and reports for outside agencies. Prepares and processes motor vehicle applicants to become registered voters, verifies all personal information, processes updates of applications moving from other towns and states.
Prepare and sends annual census reports to outside State agencies and voting lists during election time. Assists in outside activities including Federal reporting and census as needed.
Updates databases of street listings. Prepares and mails Jury list.
Prepares, orders and maintains all central purchasing for the Town Clerks Office and the Board of Registrars. Complies with MGL and all requirements for yearly census including preparation of bids, selection and procurement and printing for yearly census for distribution.
Assists with the election calendar. Sends correspondences to voters/citizens regarding voter and census information. Prepares, processes and mails absentee ballots, administers election recounts.
Processes and prepares state and government reports pertaining to voting statistics for federal and state political candidates and political parties.
Responsible for supervising clerks and part time seasonal staff.
Serves as back up to the Town Clerk’s Principal Clerks, preparing and issuing birth, marriage and death records as well as maintain and issuing dog license program.
Performs similar or related work as required, or as situation dictates.
