EDUCATION:

High school diploma or GED, or its equivalent.

EXPERIENCE:

Two years of administrative experience in municipal government, architecture, construction management, social services, legal, public service, or related field. A associate’s degree may substitute for experience.

REQUIRED KNOWLEDGE AND SKILLS:

  • Strong interpersonal customer service skills: ability to assist the public and respond professionally and effectively to changing priorities.
  • Strong ability to organize, prioritize and carry out Department duties with minimal supervision.
  • Ability to comprehensively evaluate Department processes, procedures and policies and make effective recommendations for improvement.
  • Knowledge of and ability to operate modern office technology and equipment.
  • Proficiency in Word, Excel, and similar software packages.
  • Strong oral and written communication skills.
  • Ability to establish and maintain effective working relationships with city officials, administration, colleagues, and the public.
  • Ability to learn and apply City regulations and policies to practical situations.
  • Ability to maintain highest levels of confidentiality.
  • GIS or similar mapping program knowledge and experience preferred.
  • Possess or be willing to obtain certification as a Notary Public.

DESCRIPTION OF WORK:

  • Serve as an initial point of contact for the Department to include walk-in and phone customers.
  • Answer general questions regarding property maintenance, code enforcement, planning, and zoning.
  • Review zoning permit applications to ensure compliance with City codes, in consultation with the Director.
  • Process occupancy permits; schedules inspections; responds to questions.
  • Perform routine administrative tasks for the Department, including data entry, file management, answering telephone calls and responding to e-mails.
  • Assist the Director with activities associated with the Planning and Zoning Commission and the Board of Adjustment, including processing applications, preparing packets, and preparing meeting minutes.
  • Prepare property owner notices, maps, and charts.
  • Provide notary services for City officials or residents according to the standards set forth in the Missouri Notary Handbook.
  • Maintain City Calendar for events related to the Department.
  • Develop and maintain permit applications, informational bulletins, and other public education materials in hard copy and on the City website.
  • Assist with the preparation of the quarterly resident newsletter.
  • Create and maintain files and forms for the Department.
  • Attend public meetings as needed.
  • Develop and maintain a case log for planning and zoning activities.
  • Other duties as assigned.

WORK ENVIRONMENT:

  • Work is typically performed in an office environment, with some exposure to weather and outdoor conditions from time to time.
  • Frequent contact with federal and state officials and administrators, the public, and internal contacts requiring tact and diplomacy are requirements of the job
