The Nebraska Department of Correctional Services (NDCS) is looking for a proactive and forward-thinking Administrative Programs Officer II to help us streamline processes and drive efficiency. This position serves as a dedicated financial specialist responsible for providing financial support and analysis to optimize the financial operations of the Health Services Department. The primary purpose of this position is to ensure the accuracy, integrity, and efficiency of financial transactions, reporting and data management specific to Health Services. This role specifically focuses on performing financial reviews, reconciliations, data collection and procurement activities. DUTIES: Maintains fixed assets inventory; determines when items need to be replaced; processes surplus equipment, material and/or property. Coordinates the Health Services business functions in conjunction with Central Office Accounting. Approves purchases of supplies, equipment and services; obtains quotes, initiates and answers correspondence pertinent to Health Services business functions. Understand, interpret, and apply rules, regulations, policies, and procedures as needed. Working under limited supervision, coordinates and supervises the business affairs of the Health Services Department. Prepare monthly/quarterly reports, reviews/analyzes general ledger. Completes payroll reconciliation, validation and verification. Supervises one position, Administrative Specialist. Assists in preparation of the organization's budget; monitor status; approve and code expenditures; compiles data. Coordinates travel requests and expense reimbursement requests. Completes purchasing card (p-card) reconciliations each month. Requirements / Qualifications Minimum Qualifications: Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis. Preferred Qualifications: Strong attention to detail. Ability to review and interpret financial data. Knowledge of accounting principles and procedures. Experience with computer, financial, or accounting systems/software (such as the State of Nebraska Payroll and Financial Center {PFC}), and experience with computer software applications (such as Word, Excel, Power Point). Other: Valid driver’s license required. Applicant accepting a job offer must pass the following pre-employment exams in this order: medical exam, and at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.
