Forest Preserve District of Cook County Job Summary Under the general direction of the Director of Permits, Rentals and Concessions, this position is responsible for managing and coordinating complex projects with a high level of professional expertise. Oversees the procurement process on behalf of the Department from concept to execution, including writing and editing Request for Proposals (RFPs) and contracts in addition to working with procurement to post and award. Performs detailed analysis on a wide range of management, administrative and financial activities and proposals. Works with the Director and managerial staff to develop and analyze the Department’s annual operating budget and prepares budget documents with supporting data for the Finance team. Prepares board items for the Forest Preserve District of Cook County’s Board of Commissioners. Additional responsibilities include working with the department’s management team to coordinate service delivery requests, perform technical implementations, and perform special projects/assignments. Typical Duties Initiates, drafts and executes RFP, contracts and intergovernmental agreements. Creates and execute community engagement plans to strengthen relationships with stakeholders Conducts financial analysis, audits, and processes invoice payments for the department. Conducts meetings, briefings, and presentations for leadership and stakeholders. Negotiates and develops contractual terms both revenue-generating and non-revenue-generating contracts. Manages project risks, mitigations, and contingency plans. Prepares reports, updates, and recommendations for senior officials and elected representatives. Serves as the main point of contact for the Department for contractual legal matters Serves as a contract librarian for all agreements held within the Department Prepares board agenda items for the Forest Preserves Board of Commissioners Initiates various projects and develops project plans, timelines and budgets to achieve organizational objectives Tracks progress to ensure timely milestone completion Assesses and identifies revenue generating opportunities through in-depth analyses. Collects, organizes and interprets data and reports back to the Director and management for decision making purposes. Evaluates Department operational policies and procedures, identifies gaps and inefficiencies and provides recommendations for improvement. Communicates with other departments, administrators, and outside agencies for the purpose of coordinating activates, exchanging information and resolving issues. Manages projects with autonomy and accountability Facilitates capital requests with third party vendors and internal user departments Provides administrative support to divisions within the Department as needed for implementation of recommendations Assists in the selection and implementation of software to aid the Department Tracks Department performance against set goals with the Director and managers on a quarterly basis. Prepares annual performance reports. Performs other duties as assigned or required. Minimum Qualifications Bachelor’s degree or higher from an accredited college or university in business administration, public administration, project management or related field AND at least 4 years of full-time work experience in project management, budget/financial analysis, procurement, or substantially similar position; OR High school diploma or GED AND at least 6 years of full-time work experience in project management, budget/financial analysis, procurement, or substantially similar position AND possession of a valid Project Management Professional certificate; OR high school diploma or GED AND at least 8 years of full-time work experience in project management, budget/financial analysis, procurement, or substantially similar position. Preferred Qualifications Possession of at least 1 year of full-time work experience with a municipal, state or federal agency in the field of administration, budget, finance, or accounting; OR At least 1 year of full-time purchasing work experience; OR At least 2 years of experience working with Microsoft Office programs, including Word, Excel, PowerPoint and Sharepoint. Knowledge, Skills, Abilities and Other Characteristics Ability to work independently or with little supervision, and as part of a team in the analysis of difficult situations and problems and to reach practical and logical conclusions. Proficiency in Microsoft Suite applications such as Word, Excel, PowerPoint, Outlook, and Sharepoint. Proficiency in Oracle or similar financial software. Experience in drafting RFPs, RFQs, and other procurement documents. Experience planning and organizing complex initiatives. Tracking deadlines and deliverables. Excellent organizational and follow-through skills. Knowledge of principles, tools, and techniques of project management and program planning. Knowledge of principles and practices of strategic planning and analysis. Knowledge of principles and practices of public administration, including purchasing and contracting. Skills in communicating effectively and tactfully with others both verbally and in writing. Excellent ability to understand and grasp detail, policies, protocols, systems, procedures and of the District. Excellent record management skills. High level of accuracy. Ability to work on multiple projects at one time, some of which may have conflicting deadlines and/or priorities. Ability to work well under pressure and attend to detail. Ability to gather and analyze complex data using statistical methods and cost center analyses. Ability to be self‐motivated, disciplined, organized, reliable, innovative, creative, resourceful and utilize independent thinking.
