POSITION OVERVIEW

The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). The position serves as the Administrative Supports Administrator for the Office of Operations within the Division.; Directs, coordinates, evaluates, and monitors the activities of operational and program personnel, through subordinate supervisors; Acts authoritatively on policy-making issues impacting statewide operations; Develops short and long-term strategic plans to monitor and ensure progress toward accomplishment of the goals, objectives, and benchmarks; Conducts quantitative and qualitative research and analysis to identify effect relationships among Early Childhood services for planning purposes; Plans, organizes, develops, revises, implements, tracks, and monitors various formal intergovernmental agreements, data sharing agreements, and/or memorandums of understanding to promote continuity of statewide services; Verifies the organization’s processes to promote equity, social and racial justice, inclusion, and diversity; Serves as full-line supervisor; Generates various routine and ad hoc statistical and/or written reports, presentations, and dashboards, using available technology. Assists in completing highly complex and specialized studies; and Plans, coordinates, develops, implements, and evaluates policies, standards, and procedural guidelines for effective management processes. DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience conducting quality assurance for early childhood program services for a public or private organization.

PREFERRED QUALIFICATIONS

  • Two (2) years of professional experience in creating, updating, understanding, and implementing early childhood, or other state and/or federal rules, policies, and procedures.
  • Two (2) years of professional experience in developing, implementing, and evaluating written processes, procedures, and guidelines for successful operations management in a public or private business organization.
  • Two (2) years of experience in supervising and managing personnel, assigning work, providing guidance to subordinates, recommending, and implementing counseling and/or discipline activities following collective bargaining agreements, training staff, and approving time off.
  • Two (2) years of professional experience in performing and evaluating internal comprehensive continuous quality improvement activities (e.g., quality assurance, analysis, and assessment) for a public or private business organization.
  • Two (2) years of professional experience in demonstrating extensive strategic and data mining/analysis skills to translate raw data/information into formal statistical and/or written reports and PowerPoint presentations for strategic planning purposes.
  • Two (2) years of professional experience in communicating, orally and in writing, in a clear and concise manner with diverse stakeholders and professional organizations to promote the organization’s goals, objective, and benchmarks.

CONDITIONS OF EMPLOYMENT

  • Requires ability to travel extensively with overnight stays.
  • Requires advanced proficiency in Microsoft Office Suite, Teams, SharePoint, and OneDrive, to plan, develop, and execute documents and projects from start to finish.
  • Requires advanced proficiency in Power BI, Business Objects, or other applications used in data collection and analysis to manage and create shared content, building folders and lists, share and receive documents.

Responsibilities
  • Serves as the Administrative Supports Administrator for the Division of Early Childhood.
  • Manages, evaluates, and implements intergovernmental contacts and corresponding agreements [e.g., Intergovernmental Agreements (IGAs), Data Sharing Agreements (DSAs), and Memorandums of Understanding (MOU)] to initiate, modify, implement, and/or plan for collaborative service delivery.
  • Serves as full-line supervisor.
  • Co-Creates and implements technology adaptations and improvements, including, but not limited to increasing the Automated Telephone Billing system usage, enhancing the Child Care Management System, developing Web-Based applications, and assisting in completing highly complex and specialized reports and studies (to evaluate and identify program effectiveness and efficiencies.)
  • Develops, implements, and evaluates policies, standards, and procedural guidelines for the effective management, and continuous improvement of the Administrative Support Unit operations.
  • Participates in training as necessary to strengthen both staff and the Division.
  • Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.
