POSITION SUMMARY

The Administrator / Director of Nursing Services (DNS) has administrative authority, responsibility, and accountability for operations of the Care Center as well as all functions of the nursing services department. Responsible for the overall management of the intermediate care facility. Ensures compliance with government regulations, regulatory standards and facility policies to protect the health, safety and welfare of residents and staff. Ensures excellent resident care.
Administrator / DNS participates in the development facility policies and ensures compliance with resident care quality standards as it relates to the care provided to all age groups. Maintains performance improvement activities within the department and participates in PI activities. Ensures the competency of all personnel, including nursing services, in their areas of responsibility. Assists in formulating the budget and maintains efficient and effective departmental operations while required compliance with all state, federal, and local regulations, laws, standards, and protocols. Participates in performance improvement and continuous quality improvement (CQI) activities.

Responsibilities

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Administrator Duties:

  • Responsible for the operation of the facility.
  • Implements all policies established by the Board of Directors; advises during the formation of such policies and reports on the implementation of such policies to the Board of Directors.
  • Assists with preparing an annual budget showing the expected revenue and expenditures as required by the Board of Directors.
  • Reviews operating results of the organization, compares them to established objectives and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
  • Selects, employs, controls and discharges staff and develops and maintains personnel policies and practices of the facility.
  • Ensures maintenance of physical properties in good and safe state of repair and operation.
  • Supervises the business affairs of the facility to ensure that funds are collected and expended to the best possible advantage.
  • Presents to the Board of Directors reports reflecting the services and financial activities of the facility and other special reports required by the Board of Directors.
  • Ensures that the facility maintains accreditation, licensing and quality resident care through the establishment of quality/performance improvement monitoring programs and standards.
  • Prepares a plan for the achievement of the facility’s specific objectives and mutually established goals and periodically reviews and evaluates such plan. Said plan shall at all times reflect the facility’s mission statement and be in accordance with ethics and goals of the facility.
  • Knowledgeable of social, regulatory, political and economic factors that relates to resident care services.
  • Ensures the adequacy and appropriateness of the facility’s scope of services for residents, its professional and support staff and its medical equipment.
  • Participates in public relations and marketing plans and programs.
  • Knowledgeable of resident’s rights in long term care facilities and imparts this knowledge to the staff.
  • Prepares for and assists with Medicaid and Medicare Survey; entrance and exit; meet with Fire Marshal.
  • Ensures that all Payroll based journaling is manually imputed into excel and uploaded quarterly to QIES.
  • Ensures that the quarterly staffing report is filled out correctly and uploaded to NF licensing.
  • Assists with any plan of corrections in the QIES system under EPOC.
  • Ensures that daily charges are complete by the 1st of the following month and sent to billing office.
  • Adds new admits and discharges to EHR and updates census in EHR as needed.
  • Payee representative for certain residents; pay their monthly bills, and send quarterly reports to the resident, family and DHS caseworker. Annual reports to social security.
  • Holds personal incidental fund (PIF) monies for certain residents; in order to purchase needed items and send a quarterly report to resident, family and DHS caseworker.
  • Manage facility accounts; i.e. Memorial fund, Personal incidental fund and the Resident council fund; through the bank of Eastern Oregon.
  • Maintain all receipts for all finances, including petty cash. One of two signatures on all checks.
  • Coding on all invoices and review of facility mail.
  • Payroll timesheets in ADP as needed; direct report timesheets for DNS and MSS.
  • Maintain grievance log and ensure all grievances are addressed and investigated, including resident council.
  • Abuse reporting and investigations.
  • Facility wide assessment review and updates.
  • Ensure all staff testing is complete with appropriate reporting to CDC, OHA and LPH.
  • Attends all meetings related to Infection Control (Covid, etc.)
  • Reporting all vaccines and weekly reports to CDC with follow up to NF licensing as needed.
  • Ensure all families and residents are updated about facility status and it is documented.
  • Update staffing plan and Infection Control plan as needed.
  • Ensures all yearly inventory is complete.
  • Works with team to ensure completion or changes with disaster planning and emergency preparedness.

Director of Nursing Additional Duties:

  • Ensures the continual delivery of high quality nursing services care through implementation of evidence-based practices and standards. Maintains a Quality Assurance and Performance Improvement (QAPI) for nursing
  • Maintains evidence base nursing guidelines by developing, implementing and revising nursing policies and procedures.
  • Maintains nursing personnel by recruiting, selecting, orienting qualified staff.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications, attending webinars, establishing professional networks, participates in professional organizations.
  • Ensure nursing personnel remains in compliance with licensure, certifications, professional development, and regulatory standards.
  • Designs and implements performance improvement project within the nursing services that improves the quality of care and the experience for patients and families.
  • Ensures that all medications, treatments, and plans of care are administered as ordered in collaboration with the RN Care Manager.
  • Responsible for assisting Nursing Department and communicating with State Surveyors during annual State Survey.
  • Is in attendance during exit conference.
  • Assists administration with writing plan of correction.
  • Coordinates nursing service departmental functions and activities with the functions and activities of other departments.

SUPERVISORY RESPONSIBILITIES

  • Supervises all nursing staff, RCM, RA, and Activities departments.
  • Handles all the supervisory duties for the nursing services.
  • Complete the work schedules, delegate assignments, assign tasks and evaluate job performance as well as disciplining employees who do not fulfill their job requirements or provide adequate nursing services care.
  • Set goals and standards for the nursing services and hold regular staff meetings which they provide communication and direction which leads to discussion for areas for improvement.
  • Assists with the personnel management activities of assigned areas, provides guidance to Charge Nurses on the selection, hiring, training and development of nursing staff as well as performance appraisal, documentation of deficiencies, performance recognition and disciplinary action; develops, supervises and appraises nursing staff; plans and implements disciplinary actions as needed, working with Human Resources as appropriate; makes recommendations to facility administrator regarding evaluation, promotion, transfer or discipline of nursing personnel.
  • Supervise and coordinate departmental operations and personnel in accordance with BMHD standards with those departments assigned.
  • Coordinate the monthly completion of Productivity Reports for management to include staff contract hours and statistics by department.
  • Counsel, develop work plans, identify education needs, and/or implement the disciplinary process as needed in conjunction with evaluating the staff at least annually on their performance.
  • Collaborates with the facility Administrator and Human Resources to mediate conflicts between employees and/or department management to resolve misunderstanding, facilitate communication and to promote effective working relationships (as needed).
  • Assist Human Resources to interview, hire, orient and train staff to fulfill the staffing plan and maintain a balanced, qualified staff in conjunction with developing, maintaining, and periodically updating written job descriptions for each level of nursing personnel.
