Position Summary The primary purpose of this position is to serve as a highly organized and self-motivated individual with strong communication, project coordination/management skills and competent knowledge of the Maryland Rent Court process to serve as the Rent Court Administrator. The person in this position will work under general supervision of the Deputy General Counsel of the Housing Authority of Baltimore City in its Office of Legal Affairs. The Rent Court Administrator will coordinate and manage HABC’s monthly, high-volume rent court filing process that involves multiple pre-filing and post-filing procedures and tasks performed by various HABC departments and a HABC vendor (the “Vendor”). Multiple HABC departments play a role in the agency’s rent court filing process; therefore, the Rent Court Administrator will be required to prepare various reports as described below. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives. Essential Duties and Responsibilities   The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed. * Administers HABC’s monthly, high-volume rent court filing process that involves multiple pre-filing and post-filing procedures and tasks performed by various HABC departments and a HABC vendor.  * Participates in training and becomes proficient with the Vendor’s delinquency management software for rent court document preparation and filing.  * Serves as the contract administrator of the Vendor’s contract.  * Maintains an accurate schedule of the steps in the rent court process and notifies HABC’s property managers and Vendor when to take the steps.  * Reviews and ensures that the Vendor has received accurate rent delinquency information and all other information required to be included in a failure to pay rent court action.  * Serves as liaison between HABC and Vendor for rent court document preparation and communicates with the appropriate staff of HABC and/or the Vendor to resolve inconsistencies or other issues, before the documents are submitted to the court.  * Provides support to HABC’s attorneys and Asset Managers, or their designees, who represent HABC at rent trials.  * Reviews each resident’s account before a case is filed to determine if payment(s) have been made in full or in part to ensure that cases are filed accurately, and reviews each resident’s account after the case has been filed to ensure accuracy, but before the court calls the case.  * Attends all rent court trials and testifies on behalf of HABC on all failure to pay rent court cases.  * Records and provides the Asset Managers, or their designees, an accurate record of the outcome of each case called in court.  * Acts as court agent for HABC at rent court trials and presents cases, if needed.  * Reports on and investigates issues and complaints raised by tenants and their advocates regarding their rent determination and payments.  * Performs other associated duties as assigned.   Minimum Education, Training and/or Experience Bachelor’s degree in Business, Legal Studies, Property Management, or a related field is required. A law or paralegal degree and/or property management certification is preferred. At least 3 years of experience in residential property management, rent delinquency management, and landlord‑tenant matters in either private or public housing. Knowledge of the Maryland rent court process or similar landlord‑tenant legal proceedings is required. An equivalent combination of education, training, and experience may be considered. Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan. Must be eligible for coverage under the Authority’s fidelity bond. Must not engage in private real estate business. Must be available to work some evenings and weekends when necessary. Special Requirements * Possession of a valid Maryland driver's license.  * Must be able to be covered under the Authority's vehicle insurance policy. * Must not engage in private real estate business.  Other Requirements: * Availability to work some evenings and weekends as needed. * Successful completion of a prescreening investigation, including verification of employment history and education credentials. * A 6-month probationary period applies to this full-time permanent position.
