Organizational Setting and Reporting Relationship The position of Advisor is assigned to the Office of the Director General (SPOD) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered. You will report to the Director General, SPD and will oversee Assigned International and Local Staff. Your Role As an Advisor, you will lead the implementation of ADB's Policy Architecture (PA) - a governance framework for managing ADB's policies and directional and guidance (D&G) documents in a clear, structured and consistent way. PA also ensures greater harmonization of policies and D&G documents. You will lead the coordination and finalization of Management's Response to evaluation studies by the Independent Evaluation Department (IED). You will also facilitate management's participation in the Development Evaluation Committee of the Board. You will: Lead the implementation of PA and coordinate planning for introduction and updates of Board directives and D&G documents and enhance their lifecycle management. Guide staff on the categorization of documents, determination of approval authority, hierarchy of documents, taxonomy and interpretation in case of inconsistent provisions following the PA paper and the relevant Staff Instruction. Lead engagement with the Board on forthcoming Board directives and key Management D&G documents relevant to strategic issues and jointly assess level of approval. Lead the streamlining of processes and ensure consistency across the institution in implementing policies and D&G documents. Act as the custodian of all policies and D&G documents; lead and coordinate the design and establishment of a repository of all policies and D&G documents; keep the repository up to date and in collaboration with IT teams ensure that it is user friendly and accessible. Coordinate Management's response and action plans to evaluation studies by the Independent Evaluation Department. Ensure proper coordination of Management's participation in the meetings of Development Effectiveness Committee (DEC) of the Board and facilitate technical meetings with staff. Lead knowledge sharing and dissemination of relevant information, findings and lessons to increase awareness and knowledge among ADB personnel about new policies and updates and revisions of existing policies, and D&G documents and business processes. Provide substantive contributions to corporate strategic planning process and policy coordination. Lead and undertake special initiatives assigned to SPD. Participate in committees, working groups, and task forces assigned to SPD. Create and lead diverse teams and ensure the quality of their work. Provide mentoring to teams and individuals to ensure their ongoing learning and development. Perform other tasks that may be assigned and reflected in the workplan. You will need: Master's degree in economics, Business Administration, Management, law; or University degree and at least 10 years specialized experience relevant to the position can be considered At least 15 years of relevant professional experience in strategy and policy development at senior levels with knowledge of the Asia Pacific region Knowledge of global development issues and agenda. This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment.
