GENERAL DESCRIPTION:

Working under minimal supervision, the Advisor, Corporate Services plans, advises, supports, and executes strategies to improve the efficiency and effectiveness of Corporate Services’ processes and to enhance service delivery. Skilled and knowledgeable in Corporate Services’ functional business processes, the incumbent acts as a liaison with operational areas, other municipal departments, and senior leaders to analyze and evaluate processes and their interdependencies, and provide findings, recommendations, and support for the implementation of improved processes. The incumbent also regularly prepares reports and presentations; and participates in, collaborates with leadership, and supports various Corporate Services’ related meetings and sessions, including working groups, external stakeholder meetings, and/or steering committee meetings. Primary responsibilities of the position include:
Departmental Advice and Guidance: Understands the effectiveness and efficiencies of existing business processes and develops strategies for enhancing or further leveraging these processes. Provides technical and functional guidance regarding processes, policies, and procedures to management and other staff. Participates in departmental and interdepartmental project teams and committees to acquire, analyze, share, and evaluate Corporate Services’ related processes, programs, initiatives, outcomes, and experiences. Provides information and advice on Corporate Services’ business process issues, ensuring compliance with applicable policies, procedures, and legislation.
Process Development and Enhancement: Completes research, reviews, and analyzes relevant data, information, business processes, workflows, and performance metrics. Develops recommendations for continuous improvement to Corporate Services’ business processes. Supports the implementation of new and enhanced processes. Ensures that the requirements asked are complete and comprehensive, correctly interpreted, feasible, and conform to organizational standards. Assesses, understands, and communicates the impacts of changed processes. Improves processes by identifying and recommending process and operational changes; implements those changes and prepares supporting documentation; and develops and/or facilitates related training, user manuals, and communication materials.
Department Support: Participates as a member of working groups by providing analytics, creating tools and templates, compiling information, preparing reports, and providing administrative support (i.e., steering committee meetings, workshops, industry meetings with external stakeholder participation). Assists the designated manager with service delivery by researching and assisting with the development and implementation of departmental strategies, tools, and administrative procedures based on best practices for continuous improvement. Prepares accurate, timely, and effective reports and presentations, including but not limited to, Council reports, public presentations, and internal financial reports.

SKILLS REQUIREMENTS:

Candidates need to show evidence of the following:

  • Sound understanding of Corporate Services’ business processes, procedures and guidelines (i.e. procurement, financial processes, and general Corporate Services’ processes).
  • Exceptional problem solving, analytical, and statistical skills with the ability to apply them to business processes and projects as required.
  • Excellent written and verbal communication skills in both technical and user-friendly language, including report writing, instruction, facilitation, and presentation skills.
  • Proven experience in business process mapping, and identifying, analyzing, and documenting business requirements.
  • Sound planning, prioritization, and execution skills.
  • Proven ability to be discreet and keep all information and documentation strictly confidential.
  • Experience working in a team-orientated, collaborative environment.
  • Ability to effectively prioritize workloads and execute tasks while under strict deadlines.
  • Strong research, analysis, and reporting skills, with ability to effectively synthesize information and communicate findings and recommendations.
  • Highly proficient in Microsoft Office programs (Word, Excel, PowerPoint, Outlook), and project management software.

EDUCATION:

  • Degree or diploma in business, finance, supply chain, or another related field is required.
  • A project management or business analysis certification is considered an asset.
  • An equivalent combination of education and work experience may be considered.

EXPERIENCE:

  • Five (5) or more years of experience in a business advisory, project management, financial management, or supply chain role, preferably in a municipal environment.
  • Experience working in a public sector environment with unionized and non-unionized employees is considered an asset
