THE OPPORTUNITY
MacEwan University is seeking an Advisor, Procurement, and Contracts for a full-time 18-month non-recurring term opportunity with the Procurement and Contract Management Services team.
You will be responsible for leading assigned end-to-end low to medium risk, low to medium visibility, and/or low to medium value procurement and contract services to meet the widely varying needs of stakeholders across the university. By searching for opportunities to leverage purchases, you will support the achievement of the best overall value for university expenditures on goods and services, while adhering to legislative and policy requirements for public procurement, and escalating risk and compliance issues if required.
Key responsibilities include:
· Conducting regular meetings with internal stakeholders to understand procurement and business requirements.
· Completing market research, procurement background assessments, and recommending procurement and contracting strategies to best meet business objectives with leadership support as required.
· Collaborating with MacEwan stakeholders to provide procurement and contract advice while working closely with MacEwan’s legal department for expertise.
· Holding full accountability for the bidding process: document development, solicitation on Alberta Purchasing Connection (APC) or other sites, evaluation, awards on APC, regrets, and debriefs while ensuring proper stakeholder engagement.
· Leading and facilitating debriefing of unsuccessful bidders toward the improvement of future responses and, based on feedback received, improvement of future competitive bidding documents.
· Acting as a liaison between internal stakeholders and suppliers as needed.
· Diligently moving the business forward by suggesting process improvements, mitigating risks to the university, and containing costs.
· Supporting the achievement of team objectives and outcomes.
· Facilitating quality improvement reviews to identify process improvements targeted to lowering transaction costs, improving service, and/or enhancing value.
Qualifications :
· A minimum of a post-secondary certification in a business-related field.
· A minimum of five years related procurement experience including a minimum of three years supporting competitive bid processes and writing resultant contracts using an existing contract template.
· Experience with a Contract Management Database, preferably PeopleSoft FSCM modules (i.e., e-procurement, procurement, PO Contract).
· Experience using Microsoft Office tools (Excel, Word, Outlook, Access, SharePoint, Visio, and Project).
· Experience working in post-secondary institutions or public procurement would be considered an asset.
· Knowledge and experience in applying principles of project management would be considered an asset.
· Knowledge of relevant legislation and trade agreements with respect to public procurement obligations would be considered an asset.
· Formal training in Business (contract law) or public procurement would be considered an asset.
· An equivalent combination of education and experience may be considered.
