JOB DESCRIPTION: Responsible to: Head of Service Professional Learning and Development Team through designated line manager The Professional Learning and Development Team will ensure that a comprehensive programme of professional learning and development is available, across the region, to meet the needs of school leaders, and school staff within the context of DE’s 10 year ‘Learning Leaders’ strategy, which aims to develop and implement a coherent framework for the continuing professional learning and development of all teachers and school leaders. Responsible for: The Advisory Teacher will work as part of the regional Professional Learning and Development Team, delivering a comprehensive, high-quality programme of STEM Health and Safety training. The Provision and Use of Work Equipment Regulations (PUWER) places an onus on employers to ensure that those employees using wood working and metal working machines and equipment have access to competence based training. This training must be in line with Provision and Use of Work Equipment regulations (PUWER) and Health and Safety Executive (HSE) guidance by making best use of the resources available of the Health and Safety STEM education authority accommodation equipment and resources. The Education Authority Northern Ireland, as an employer, has a responsibility to provide this training. The Department of Education Circular 2007/22 sets out the qualifications for teachers in NI and in Annex A the additional specialist qualification to teach Technology and Design. As a result those teachers who have an initial teacher qualification through a Post Graduate Certificate of Education must also ensure that they have a qualification in Workshop Competency (accredited by City and Guilds or Open College Network NI) delivered by EANI, at request of DENI. 1.1 Job Purpose 1. To plan and deliver H&S Training Courses, as directed by the SIP H&S STEM, to Technology and Design teachers and technicians. 2. To plan and deliver the OCNNI Workshop Competency programme to teachers and PGCE students. 3. To provide professional learning programmes so as to assist in the securing within schools of appropriate safe working practices within STEM subjects in line with the Provision and Use of Work Equipment Regulations (PUWER) and Health Safety Executive (HSE) Guidance. 4. To provide advice on appropriate Health and Safety STEM Professional Learning methods and content, teaching materials and equipment provision for schools and monitoring outcomes in support of the SIP STEM H&S. 1.2 Professional Learning and Development Responsibilities The Advisory Teacher – STEM H&S has the following responsibilities: · Planning and day-to-day delivery of EANI Technology Health and Safety training programmes including Initial & Refresher Circular Saw & Bandsaw, Refresher Saws, Milling Machines, Abrasive Wheels, Welding and Centre Lathe. · To contribute to the planning, delivery, assessment and quality assurance of the Workshop Competency Programme (OCNNI) for Ulster University PGCE and schools. · Work with EA STEM H&S Technical team to design, produce and evaluate resources to promote effective and safe manufacturing practice. Produce relevant, practical teaching materials to support STEM Health and Safety. · Maintaining good order and safeguarding the Health and Safety course participants when they are engaged in practical work on Education Authority premises. · Assist teachers to reflect on their current practices so that they may improve effective safe working practices in school for themselves and their pupils. Providing specialist advice and guidance to school staff, including information on sources of expert advice related to specialist matters. · Supporting schools in identification of their resourcing and equipment needs. · Monitor changes in Health and Safety legislation, share with the STEM school community and reflect in Professional Learning programmes, where appropriate. Liaise with appropriate bodies, including CLEAPSS and keep up to date in developments in the STEM Health and Safety related curriculum. · Design and provide relevant school and centre-based Professional Learning and Training programmes in STEM Health and Safety as prescribed in PUWER. · Participating in meetings which relate to the training programme or the administration and organisation of the team, · Contribute to the review and evaluation of H&S PL programmes to ensure continuous improvement of provision. · Contribute to the development and implementation of a coherent framework for teacher professional learning. · Undertake such training as may be required for her/his own personal and professional development. · Ensure self-development and compliance of changing STEM Health and Safety legislation. Has a significant responsibility to keep up to date with specialist STEM health and safety advice and guidance, best practice in the use of tools, equipment, and processes, to share this information with other team members and where appropriate to ensure that the training programme is updated to reflect these developments. · Exercise professional skills and judgement in all aspects of their work, especially as they focus on ensuring the competency of school staff in supervising learners in the high-risk manufacturing environment. · Lead, manage, and develop health and safety training courses and sessions in line with manufacturing processes carried out in schools. · Ensure that OCNNI training is competence based so that participants are confident in the use of machines and equipment, that they are fully aware of the risks involved and the safety measures to ensure safe working practice, building a culture of safety within their school departments. 1.3 OTHER DUTIES AND RESPONSIBILITIES APPLICABLE TO: ADVISORY TEACHER – STEM H&S LEADERSHIP/MANAGEMENT The post-holder will be expected to: · Provide non-managerial support, information and training as required for other employees within PL&D Services; · Lead and support employees in the team in the effective and efficient operation of services; · Promote the corporate vision, values and culture of EA; · Working in partnership with other members of the STEM Health and Safety Team to ensure effective provision of the training programme. Work closely with Team members to ensure that all requirements, deadlines, and schedules are on track. Responsibilities include submitting agreed deliverables, preparing status reports, and establishing effective communication plans. · Contribute positively to a culture that supports achievement of the authority’s Strategic Plan by role modelling core values and leadership behaviors to staff. · Providing or contributing to oral and written competence assessments, analysis of course evaluations, reports, associated metrics and references relating to individual training participants and groups of participants. STRATEGIC PLANNING AND POLICY INFLUENCE The post-holder will be expected to: · Contribute to and where appropriate, lead the development and implementation of specific targets relating to the EA corporate plan and Education Directorate’s business plan · Work collaboratively with other PL&D officers to ensure that priorities are translated into manageable objectives and communicated to relevant teams within the Service as appropriate; · Course Evaluations - Provide reports that can inform policy and strategic direction using formative and summative information which will guide future models of service delivery in relation to the service area. · To establish effective, accountable and rigorous quality assurance systems to achieve the highest possible standards of performance, with a focus on maintaining the needs of internal and external customers. CORPORATE LEADERSHIP AND MANAGEMENT The post-holder will be expected to: · Supervise programmes of Professional Learning and Training in using in person and online facilitation. · Supervision and running of the Health and Safety STEM Education Authority accommodation, equipment and resources on a day-to-day basis, liaising with Education Authority STEM Technical staff and Head of Service as appropriate. · Ensure compliance with all relevant legislation and statutory frameworks. · Co-ordinate and deliver or contribute to training and support with regards to specific service areas as required · Prepare and deliver reports on training and programmes as required. · Delegate responsibilities and deploy staff in accordance with their skills and abilities, the needs of the EA and service specific priorities. · Contribute to the strategic planning, implementation, and ongoing monitoring of the service area. SERVICE DEVELOPMENT AND QUALITY ASSURANCE The post-holder will be expected to: · Ensure effective and rigorous quality assurance systems are in place to maintain high standards. · Participate in review processes to enable the development, review and compliance of all quality assurance policies and procedures. · Liaise and work co-operatively with colleagues in other sections of the Authority to ensure consistent and coherent approaches towards training and services in relation to language and communication support. · Advising and co-operating with SIP STEM H&S and other team members on the preparation and development of training courses, teaching materials, teaching programmes, methods of teaching and assessment and pastoral arrangements PARTNERSHIP WORKING The post-holder will be expected to: · Enhance the development of the service by building on effective partnerships. · Ensure effective systems are in place for communication and consultation with service users, both internally and externally. · Contribute to meetings both internally and with other stakeholders, in accordance with corporate goals, service targets, action plans and in line with EA and DE requirements. OTHER DUTIES · Comply with EA policies and procedures in relation to the duties and responsibilities of the post; · Any such other duties that the EA may from time to time require. · In addition to contacts with schools, and EA Officers, contacts will require to be established and maintained with ETI, and organisations.
