About the Role:
Culmen International is seeking a Agreements and Acquisition Specialist to work in Sigonella, Italy .
The Agreements and Acquisition Specialist shall provide non-personal administrative support services to support the Naval Medical Research Unit (NAMRU) Navy Region Europe, Africa, Central (EURAFCENT) located in Sigonella, Italy in performing high-level technical and programmatic support tasks on various Navy/Marine Corps projects, assist in contract reviews, by providing support to the Contracting Officer Representative and the Director for Administration in preparing contract reviews, resource management plans, and facilitating the tracking of project performance. Additionally, he or she will aid with acquisition and compliance services, organizational, and operational activities, and financial and administrative services.
What You’ll Do in Your New Role:
- Assist with the preparation of acquisition requirement packages
- Perform preliminary market research, recommendations for commercial item use of contract versus assistance agreement recommendations, acquisition strategy and plan preparation and recommendations, justification, and approval preparation; and,
- Ensure documentation abides to the North American Industry Classification System (NAICS) code
- Provide severability recommendations, non-personal services recommendations, health care worker recommendations, indemnification and medical liability insurance or Federal Tort Claims research involving human subjects’ recommendations, animal use recommendations, and institutional review board recommendations
- Assist with post-award contract administration
- Conduct preliminary invoice review
- Organize and maintain contract documentation and files
- Assist with the preparation of funding documents
- Assist with tracking and maintaining Contracting Officer’s Representative (COR) documentation and files
- Assist with the preparation of monthly COR reports and ODC and travel requests and costs
- Assist with Contractor Performance Assessment Reporting (CPARS) reporting facilitation
- Coordinate modification requests with the contracting agency per the Government’s request
- Assist with the development and revision of NAMRU 3 support agreement procedures and instructions
- Develop user-friendly support agreement tracker to align with other command tracker formats
- Provide recommendations to the Government regarding support agreements most appropriate for specific mission and project requirements
Required Qualifications:
- A bachelor’s degree in a related field; or,
- An associate’s degree in a related field and 4 years specialized experience; or,
- High School diploma and at least 8 years of specialized experience
Desired Qualifications:
Federal, Department of Navy, Department of Defense background
Familiar with US government acquisitions and Contracts
Ability to draft and review Statements of Work
